이 연구는 지역인적자원개발의 맥락에서 최근 지역균형발전을 위한 국가정책의 핵심요인으로 부각되고 있는 사회적 자본에 대한 논의를 구체화하여 사회적 자본 확충을 위한 시사점을 얻고자 하였다. 이를 위해, 국제비교의 맥락에서 영국, 싱가포르, 미국의 선진 사례를 분석하고 국내 지역간의 사회적 자본을 측정하였다. 특히, 주요국의 사례분석 결과와 국내 사회적 자본 측정 결과를 선행연구들에서 이루어졌던 사회적 자본의 국제 비교 측정 결과에 비추어 해석함으로써 향후 사회적 자본 확충을 위해 지역인적자원개발정책이 어떻게 방향 지워져야 하는지를 모색하고자 하였다.


This study was to prepare basic framework through which Korean society meets successful turning point to the era of learning region or provincial education autonomy by searching for logical relationship between regional human resource development and social capital formation. To complete the goal, this study case-studied how England, Singapore, and the US construct regional human resource development system with regional innovation policies based on strategic planning of forming social capital. In addition, this study analyzed regional(metropolitan, town, rural area) differences of social capital of Korean society in order to provide meaningful implications on building successful regional human resource system contextually based on Korean culture and value system. As briefly mentioning the findings of this study, social capital contributes to forming regional network, which is constructed based on voluntary participations and linkages of all of the main groups relevant to regional human resource development process. In this context, social capital formation can be referred to as the basis for building up competitive regional and national economy. For effective regional human resource development of Korea, this study suggested that regional gaps of trust(institutional, interpersonal), which were revealed in this study, of social capital must be overcome first. Then, social capital must be considered an essential factor when setting up regional development policies to construct regional network system for regional human resource development.
