This paper is about the development of the educational program based on gender equality, which aims to improve the parents' ability to raise their children equally regardless of their gender. After reviewing previous studies, we made interviews with 20 parents to research the parental conscious level on gender equality and needs of parental education. We analyzed these data and used them as the structure and context of the program development. The analysis of the parental conscious level on gender equality was ranged mostly by the parent's acquired experience on their achievements on their gender roles and their gender roles in daily life. The seven core categories drawn from this analysis are as follows: (1) gender identity organized through the interaction with the family members, who have great importance and authority over the interviewers. (2) gender inequality experienced from the workplace, (3) gender inequality in deliverly, housework, and raising children, (4) gender inequality in daily life, (5) repeating gender role in generations in the process of raising children, (6) fixed gender role between husband and wife, and (7) evaluation on gender role. Based on this research, we applied the instructional system design model(ADDIE) to develop 9 new gender equality educational programs for parents. The new programs are composed of 5 categories: (1) the attainment of human appreciation, (2) the re-evaluation of fixed gender role, (3) the parents behaving with gender equality (4) reinforcement of raising children with gender equally, and (5) the gender equality partnership between husband and wife. As an example, one chapter among the newly developed programs was applied to 25 parents, and the results were applied in the development of the final program.
