최근 장애인 등록 인구가 200만 명을 넘어서는 총 인구대비 5%에 육박하는 시대로 접어들고 있으나 생활체육 활동에 참여하는 장애인은 불과 4.4%에 불과한 것으로 나타나고 있어 장애인의 스포츠활동 참여율 증가가 시급히 해결해야 할 국가적인 과제임을 여실히 증명하고 있다. 대부분의 선진국들은 학교와 스포츠클럽 등에서 장애인스포츠 프로그램을 운영하고 있으며, 이러한 스포츠클럽들은 재활센터, 학교, 혹은 지역, 도시 등과 연계되어 있다. 따라서 장애인들의 스포츠 활동 참여를 확대하기 위해서는 장애인 이용 편의를 위한 공공체육시설이 리모델링 되어야 하며, 장애인 생활체육 동호인 조직 및 지원 체계화, 장애인생활체육 프로그램의 확대, 장애인스포츠지도자 육성 및 장애인 생활체육의 홍보가 강화되어져야 한다.

This survey is reflecting that it is an important issue requiring the government's prompt effort to encourage the disabled people's participation in sports. Despite the desire to participate in the sports activities, many disabled people often get frustrated by the negative social atmosphere towards them. In the reality, many of them gets treated discriminatingly and sports field is not an exception. The discrimination against them could be categorized into various factors such as discrimination within the sports programs, the absence of physical director for the disabled, handicap access, sports laws and discrimination within sports events and employment. Usually most advanced countries have a well developed infrastructure for the disabled. For instance, the governments support various disability sports programs in schools and sports clubs that are cooperated by the rehabilitation centers and the community. In their cases, cultivating physical director for disabled is operated by private qualification system. Whoever completed the courses established by Disabled Sports Association successfully would be granted the certificate. Thus, to encourage the disabled's participation in sports activities, constructing a convenient management system for the public sports facilities is critical. Also, forming the concrete support organization and the expansion of the daily sports program should be enhanced. Not to mention that raising the public awareness of the disabled sports activities and cultivation of disabled sports director could support to help increasing disabled's participation in sports activities.
