이 글은 유사·중복 복지사업정비 담론의 변천과정을 고찰함으로써 현단계 한국사회가 필요로 하는 사회보장전략에 관한 함의를 도출하는 것을목적으로 한 것이다. 유사·중복정비담론은 1990년대 후반 이후 변화한재정여건에 대응하기 위한 노력 속에서 참여정부 때부터 등장한 것인데 이시기부터의 유사·중복정비담론의 전개과정을 제한적 적용 단계(참여정부), 본격화·구체화 단계(이명박 정부), 그리고 분화·확산 단계(박근혜정부)의 세 단계로 구분하여 살펴보았다. 그리고 유사·중복정비담론은 이세 단계를 거치면서 세 가지 하위담론으로 나타났는데, 그것은 재정효율화담론, 중복·부정수급담론, 그리고 지역복지통제담론이었다. 분화·확산단계에서는 유사·중복정비담론의 세 가지 하위담론이 모두 작동되었으며나아가 그것은 사회보장제도 신설·변경시 사전협의제도로까지 확장되었는데 2015년 12월에는 신설·변경 사전협의제에 의한 협의·조정을 따르지 않은 지방자치단체에 대해 제재를 가할 수 있는 제도를 도입함으로써 새로운 갈등이 나타날 계기를 잉태하게 되었다. 신설·변경 사전협의제는 제재수단까지 가지게 됨으로써 지방자치단체의 창의적인 사회보장실험을 억압할 소지가 있고 이는 새로운 사회경제적 패러다임을 필요로 하는 현 단계 한국사회의 시대적 과제와 배치되어 이를 극복하기 위한 노력이 필요하다.
This paper aims to show implications for the social security strategy of the Korean society by examining the changing process of discourse of coordination of service overlapping or duplication. The coordination discourse was shaped in the course of efforts by Roh Moo-hyun Administration to cope with changing financial circumstances since late 1990s. The changing process of the coordination discourse since the Roh Moo-hyun Administration can be divided into three stages: the limited application of the discourse; the activation and specification of the discourse; and the differentiation and diffusion of the discourse. Through three stages the discourse has been specified into three sub-discourses: fiscal efficiency discourse, fraud and duplicated benefit discourse, and control of local government welfare initiative discourse. During the third state, which corresponds to the period of the present government, the application of the discourse has been extended to the consultation about the introduction or change of the social security programme. The present government sowed new seeds of conflicts by introducing sanctions against the local authority being incompliant with the consultation. The consultation procedure has the possibility to repress the experimental efforts to introduce the social security programme, which may contradict with the need for the alternative model for socio-economic restructuration of the Korean society. There needs to be efforts to find the alternative socio-economic model of the society.
