최근 영유아 교육기관에서 교사에 의한 아동학대가 심각한 사회문제로부상되면서 CCTV 설치의 의무화가 이루어졌다. CCTV의 설치는 서비스 이용자의 측면에서는 서비스제공 상황을 확인할 수 있어 긍정적이지만, 서비스 제공자인 교사의 측면에서는 인권 침해의 소지를 비롯한 부정적 측면 때문에 상반적으로 평가될 수 있다. 서비스의 질에 대한 영향요인 중 서비스제공자의 요인이 무척 중요한 상황에서 CCTV의 설치를 교사들이 어떻게경험하는가 하는 것은 매우 중요한 문제이다. 따라서 본 연구는 CCTV 설치에 대한 교사의 경험을 알아보고자 한다. 이를 위해 영유아교육기관에서의교사 10명을 연구 참여자로 하여 심층면담을 하여 질적 분석을 수행하였다. 연구결과, CCTV에 대한 교사들의 경험은 긍정적인 측면과 부정적인 측면이 모두 나타났다. 또한 CCTV가 영유아와 교사의 상호작용에 미치는 영향에 대한 인식은 긍정적인 측면으로는 영유아의 관찰을 통해 상호작용을강화 할 수 있으며, 부정적인 태도로는 교사와 아동 간에 거리감이 증대하고 유대감의 약화, 부자연스러운 행동, 가식적인 행동이 나타날 수 있음이언급되었다. 그리고 CCTV설치 의무화에 대한 영유아 교사들의 대안에 대한 인식으로는, 먼저 인식개선 방법으로는 사회적 인식개선, 학부모의 인식개선, 교사보호 법안, 교사 처우개선, 사회적 정책 지원 방안의 필요성이 제시되었으며, 효과적인 이용방안 및 대안으로는 열악한 근무개선, 교사의 신뢰, 개방형 기관 만들기, 학부모 보조교사, 보조교사, 부모와 교사의 신뢰가언급되었다.
Recently, as a serious social problem of child abuse by a teacher in kindergarten and daycare centers have been made mandatory installation of cctv. Installation of CCTV is positive because in terms of the service users can check the service status. But in terms of service providers can be assessed opposed from the negative aspects. It is very important for improvement of child services that is known what teachers have been experienced in class room after the installation of CCTV. The purpose of this study was to investigate the experiences of teachers in the space with CCTV. For this purpose, a qualitative analysis was performed by in-depth interviews with 10 teachers in Kindergarten and day care center. As results, the experience of teachers showed both positive side and negative side. After the installation of CCTV, the interaction of the infants and the teachers were influenced both positive and negative as well. Therefore, some alternatives were suggested for improving child services.
