본 연구는 오바마 2기 행정부의 국방, 군사정책을 전망하기 위하여 제1기 행정부 시기의 정책과 정책의 결정요인을 분석하고, 이어서 이의 지속 및 변화 요인을 분석 제시하였다. 오바마 2기 행정부는 1기 행정부의 기조를 당분간 이어갈 것으로 전망된다. 오바마 1기 행정부는 ‘부시 독트린’과 ‘군사변환’에 대한 비판의 연장에서 ‘균형전략’을 추구해 오다 2011년 말 이후 ‘아시아로의 복귀’를 선언하며 중국의 ‘반접근/지역거부’ 전략을 겨냥한 ‘공해전투’와 ‘합동작전접근개념’을 발전시키고 있다. 2기 행정부 기간 동안에도 미중 관계의 대결구도가 지속하는 한 이러한 대립구조는 계속될 전망이다. 특히 미중 간 대립은 각국의 국내정치적 상황과 긴밀히 연관되며 상호 상승 작용하는 속성을 가지고 있다는 점에서 증대될 가능성이 크다. 미국은 예산 제약 상황에 적극적으로 대응하며 세계적인 개입전략을 지속하고자 하나 이의 성공 여부는 아직 불투명하다. 한국은 ‘공해전투’와 ‘합동작전접근개념’이 초래할 군사, 정치적 결과들에 대비해야 하며 미국의 예산 제약 상황의 심화, 미중 관계의 조기 악화와 같은 상황에도 대비할 수 있어야 한다.
The purpose of this article is to present the systemic anticipations for U.S. defense and military policy directions in the period of the 2nd term of Obama Administration. For this, the article provides the analysis of the defense and military policy of Obama 1st Administration, and after that, the analysis of the elements to influence its continuation and change. Overall, the Obama 2nd term seems to be not very different from its 1st term in the field of defense and military. At first, Obama 1st Administration promoted 'Balancing Strategy' from its critics of 'Bush Doctrine' and 'military transformation' which means Bush's version of RMA, Revolution in Military Affairs. In the late 2011, the administration proclaimed 'Pivot to Asia' policy and vigorously propelled its military means, 'Air-Sea Battle' and 'Joint Operational Access Concept' confronting Chinese 'Anti Access/Area Denial' strategy. The confrontation is expected to last during the 2nd term in case the conflict between US and China continues, which seems probable, because the conflict is deeply related to each state's domestic politics and it has the tendency to be escalated in the interactions. United States is trying to overcome the limitation of defense budget cut and keep the global hegemony. Still, the possibility of success and failure is not certain. Republic of Korea should be prepared for the possible changes deriving from the 'Air-Sea Battle' and 'Joint Operational Access Concept' including modification of ROK-US Alliance and US military basement in Korean Peninsula. and the possible consequences of intense confrontation between US and China which may happen earlier than expected.
