예수는 갈릴리 해변에서 네 명의 어부들을 제자로 불렀다(막 1:16-20). 예수가 하필이면 납달리 지역에 해당하는 갈릴리 지역에서 제자들을 부르신 이유는 창 49:21을 배경으로 이해할 수 있다. 납달리 사람들은 “아름다운 소리”를 발하는 자이므로 복음(좋은 소식)을 전하는 역할을 할 사역자들을 부를 때 이 지역 사람들이 적합했다고 볼 수 있다. 예수가 하필이면 어부를 제자로 부른 것은 렘 16:16을 배경으로 이해될 수 있다. 여기서 어부는 이스라엘을 모으는 어부의 역할을 하는데, 예수는 그러한 역할을 기대하며 어부들을 제자로 불렀고, 그들에게 “사람들의 어부가 되게 하겠다.”고 약속하였을 것이다. 제자로 부름 받은 어부들은 “내 뒤에 오라”는 예수의 부르심을 삿 3:28, 삼상 11:7, 마카비 1서 2:27 등을 배경으로 이방 세력과의 전투로의 초대로 이해하였을 수 있다. 그러나 “내 뒤에 오라”는 예수의 부름이 이방 세력과의 전투로의 초대가 아니었음은 마가복음 전체에 담긴 예수의 사역의 모습을 통해서 분명하게 드러난다. 그럼에도 불구하고 예수가 ‘내 뒤에 오라’는 전투로의 초대 언어를 사용하신 것은 사탄과의 전투를 염두에 두셨기 때문이라고 볼 수 있다. 제자들은 ‘사람들의 어부’가 되게 하겠다는 예수의 약속을 렘 16:16을 배경으로 심판 사역자가 되게 하겠다는 것으로 이해하였을 것이다. 그러나 그들이 부름을 받은 후 하게 되는 사역을 통해서 보면 ‘사람들의 어부’ 사역은 복음 전파와 축귀와 치유를 통하여 사람들을 구하는 사역이었음을 알 수 있다(막 3:14; 6:12, 30). 어부들은 부름에 응답하여 예수 뒤에 즉시 따라간다. 그들의 따름은 엘리사가 엘리야를 따른 과정보다 더 즉각적이다(왕상 19:19-21). 이것은 그들이 예수를 엘리야 이상의 존재로 받아들였음을 암시한다. 그리하여 '사람들의 어부'에 관한 그들의 오해에도 불구하고, 갈릴리의 어부가 사람들의 어부가 되는 과정이 시작되었다.

The reason why Jesus called his disciples not from other areas but from Galilee, the area of Naphtali, can be explained by Gen 49:21 which says that Naphtali people give good words. On such a background, Naphtali people may have been considered as good candidates for messengers of the good news. The reason why Jesus especially called fishers may be explained by Jer 16:16. Here fishers’ mission is gathering people of Israel. When Jesus promised the fishers to make them ‘fishers of men,’ Jesus have probably intended to make them do such a work. The fishers who are called by Jesus may have understood Jesus’ calling of “Come after me!” as calling for war against gentile troops on the background of Judg 3:28; 1 Sam 11:7; 1 Macc 2:27. Their understanding was not correct because Jesus’ ministry had nothing to do with war against Gentiles. The war for which Jesus called them was not war against nations but war against Satan. The fishers may have considered ‘fishers of men’ to be workers for divine judgement on the background of Jer 16:16. Their works after their calling, however, show that ‘fishers of men’ were those who work for saving people from Satan by exorcism and healing (Mark 3:14; 6:12, 30). The fishers responded to Jesus’ calling and immediately followed him. Their following was swifter than Elisha’s following Elijah(1 King 19:19-21). Their instant response indicates that they regarded Jesus as one greater than Elijah. As such the process of their becoming fishers of men already began in spite of their misunderstanding of ‘fishers of men.’
