보세항구는 보세구와 보세물류원구의 약점을 극복할 목적으로 탄생한 중국의 특수한 세관구역이다. 보세항구는 현재 중국에서 개방수준이 높고 많은 우대정책을 가진 특수구역으로 부상되었다. 중국 보세항구의 발전강세가 계속 이어지고 있지만 이러한 중국의 세관특수구역인 보세항구와 관련한 정책상, 제도상의 문제점도 존재하고 있는 것이 현실이다. 이러한 문제가 존재함에도 불구하고 한국 해운업체와 제조업체들은 중국의 보세항구의 이점을 활용할 필요가 있다. 따라서 중국 보세항구의 정책적인 방향성은 한국 진출기업에 많은 영향을 미칠 것이다. 본 연구는 현재 중국의 대표적인 3개 보세항구인 상하이 양산, 천진 동강 및 대련 대요만 보세항구의 발전현황을 고찰하며, 중국의 주요 보세항구의 정책적 측면에서의 문제점을 제시하며 나아가 이러한 문제점의 대응책 및 시사점을 제시하고자 한다.
The Free Trade Port Area (FTPA) is a specific kind of Customs special supervisionareas in China which gives a purpose to resolve the problems in bonded areas andbonded logistics zones. China’s FTPA has a high level of openness and more preferentialpolicies as a special area. The strong development of China’s FTPA is continuing, butthere are lots of problems existing in the policies and regimes of the FTPA. Forincreasing the container traffic of its ports, Korean government should refer thesepolicies from the free trade port area in China and establish related policies forimproving port competitiveness. Based on aforesaid background, this paper, at first introduced the legal status, maincontents, features and discussed development status of big 3 FTPA (Yangshan, Dongjiang,Dayaowan) in China. Finally, in terms of policies, discussion on policies weakness, andits implications of the China’s FTPA is carried out.
