A study on historical changes in the role and status of LEAs in England

이 글은 영국의 교육자치제도의 역사적 변천을 1902년 교육법에 의해 설립된 Local Education Authority(LEA)의 역할 변화에 큰 영향을 미친 교육법들을 중심으로 4시기로 나누어 고찰하였다. 즉, 1902년 교육법~1944년 교육법 이전, 1944년 교육법~1988년 교육개혁법 이전, 1988년 교육개혁법~1998년 학교표준체계법 이전, 1998년 학교표준체계법 이후로 구분하였고, 특히 중앙정부, LEA, 학교 간의 역할 관계의 변화를 중심으로 분석하였다. 영국 교육자치제도의 특징으로 지방자치정부와 지방의회 그리고 LEA가 통합되어, 지역자치의 발전과 함께 LEA를 중심으로 교육자치가 확고하게 뿌리내릴 수 있었음을 설명하였다. 그러나 대처 보수당정부가 시장주의 논리에 기반 한 교육 개혁을 주도하면서 LEA의 역할이 크게 약화되고, 대신에 중앙정부와 학교운영위원회의 권한이 대폭 강화됨을 지적하였다. 또한 블레어 노동당 정부 이후 부분적으로 LEA의 역할이 새롭게 설정되면서 중앙정부, LEA, 학교운영위원회 간의 새로운 파트너십 관계가 강조되며, 지역간 교육격차의 해소와 사회통합을 명분으로 Learning and Skills Council(LSC)의 역할이 부각되고 있음을 지적하였다. 결론에서는 LEA와 LSC 그리고 학교운영위원회 간의 역할 변화를 요약하면서 최근 논의되는 지방교육행정체제개편을 위한 시사점을 도출, 제시하였다.

This article explores historically how the local education system has changed since the establishment of local education authorities (LEAs) by the 1902 Education Act in England. The developments are divided into four stages: from the 1902 Education Act to 1944; from the 1944 Education Act to 1988; from the 1988 Education Reform Act to 1998; from the 1998 School Standards and Framework Act. In particular, the article analyzes the present situation and characteristics of the local education system, focusing on changing relations between the central government and LEAs and school governing bodies. The paper examines how local governments, local Councils and LEAs are closely connected together. In this regard, it analyzes the organization system of Merton Borough Council and the funding system of Camden Borough Council which are out of 33 London Borough Councils. This paper also points out that the role of LEAs needs to be examined in relation to the prospect of the Learning and Skills Council (LSCs), which was established to modernize the post 16 education and training by the Learning and Skills Act of 2000. Finally, this paper contributes to a better understanding how the interactive relations between the central government and LEAs and school governing bodies are important in the development of the local education system in Korea.
