지역에 밀착한 관광이 추진되면서, 관광지의 개발 및 관리운영에 있어서도 시민참여에 의한 관광지만들기가 상당히 중요한 부분으로 떠오르고 있다. 그러나 관광과 관련해서는 아직 시민참여활동이 본격화 되고 있지 못해, 그의 구체적인 활동범위 및 방향 등이 정리되지 못한 상태다. 본 연구는 관광휴양지역에 있어서 시민참여의 활동범위와 그 추진방향을 검토하기 위한 기초연구로서, 일본 국영공원을 대상으로, 시민참여활동의 실태와 그 특성적 여건을 분석한 것이다. 연구결과 국영공원의 시민참여활동은 “테마자원”과 “테마시설”을 중심으로 매우 세분화되고 있고, 그 범위는 단순한 안내 및 관리가능을 넘어 연구회 및 학습회 등을 통해 보다 조직적, 능동적으로 참여함으로서 개발계획과 평가단계까지 그 영역이 확대되고 있는 것으로 나타난다. 그리고 국영공원에서 이처럼 시민참여활동이 활발히 조직적으로 추진되는 데에는 국가 및 지역 대표자원에 대한 인식의 공유와 함께, 시민참여활동 및 지역인재를 지원ㆍ육성해 나가는 운영주체 등의 다각적이고 실질적인 지원체계가 있었던 것으로 확인된다. 이러한 연구결과는, 우리에게 2가지 점을 시사해 준다. 하나는, 관광휴양지 내에서 시민참여활동이 보다 활발히 전개되기 위해서는 지역의 특성적인 자원 및 자원관리에 대한 명확한 방향제시가 필요하다는 점이고, 다른 하나는, 시민참여활동을 지원해 나가기 위해서는 인재육성에 중점을 둔 참여형 프로그램과, 현장위주의 지원체계가 보다 강화되어야 한다는 점이다.
This research is the basic study to examine the scope and the direction of citizens' volunteer activities in the tourism and recreation areas. It analyzed the current status and characteristics of citizens' volunteer activities in the tourism and recreation areas, targeting on Japanese national parks. The research shows that citizens' volunteer activities in national parks were segmented in detail, centering on topic resources and facilities, and that the activities were not restricted to guidance or management. That is, through research and learning associations, citizens systematically and positively participated in the volunteer activities covering from development plans to evaluation. In addition, their activities were not restricted to a target area only. In cooperation with the relevant organizations out of their area, they made a network, which made a big contribution to the activation of resources. On the other hand, in the national parks, the operating subject supporting volunteer works for tourism offered various supports so the volunteer activities could be professionally taken.
