이 글은 협력의 의의와 가치에 대한 적절한 평가를 위해 협력의 당사자들이 적극적으로 참여하는 가운데 협력의 과정과 성과에 대한 상향식 평가가 중요하다는 문제의식 아래 푸른경기21실천협의회의 ‘경기의제21’ 추진과정을 중심으로 평가방안을 도출하는 데 목적이 있다. 지속가능발전을 위한 협력적 거버넌스의 전형적인 모델인 지방의제21 추진과정에 대한 평가는 협력과정과 그 성과를 적절히 보여줄 수 있는 평가방안을 필요로 한다. 이에 따라 이 글은 협력의 과정과 성과를 비교적 잘 표현해주고 있는 ICLEI의 ‘Local Evaluation 21’을 활용하여 경기의제21 추진 활동을 평가할 대안을 제시하였다. 이 방안은 참여 구성원들의 심도 있는 토론을 바탕으로 협력의 과정과 성과를 평가하는 것으로서 협력의 과정과 성과를 더욱 분명히 드러내면서 성과와 한계를 찾아낼 수 있을 것이며, 협력적 거버넌스의 발전에 더욱 기여할 수 있을 것으로 기대된다
This study suggested the alternative scheme for evaluating collaboration of Gyeonggi Agenda 21 which is the local agenda 21 for Geyonggi-do's sustainable development. Evaluating the process of Local Agenda 21 needs a scheme to show the collaboration process and the collaboration performance not merely numeral output or outcome, since it is the typical model of collaborative governance for sustainable development. For the purpose, this study suggested the modified Local Evaluation 21 of ICLEI. It is expected to clarify the process and performance of collaborative governance. So it will show the potentiality and limitation of collaborative governance and contribute the development of the process of local agenda 21.
