Medical advancements and the income level of modern society have made it possible to extend human life more than ever. The population of the korean senior citizens is increasing more quickly than any country else. As well, forms of nuclear family increasing and women are becoming active members of society. Moreover, the birthrate is decreased and the numbers of senior citizens are increasing. Long-term care and support problems for senior citizens and senile patients have appeared as a national problem and not that of the low-income groups or the support by the nuclear family. So. government is developing various solutions to solve the senior citizens problems. One of that is in response to the changes of the social welfare circumstances and the future welfare of Korean senior citizens, the government enacted via the social security insurance program the ‘Act on Long-Term Care’. The Act improved the quality of senior citizens’ lives by utilizing the workforce thus relieving the support burden of a family. Until now, the Act has been revised three times and followed through on many improvements to the long-term care insurance system for senior citizens and their welfare. However, we can't affirm that we received sufficient warranty or superior quality allowance for present long-term care management. Accordingly, in the research, development plans are reviewed in regards to the insurer, the beneficiaries, the process of recuperation, the objection appeal process, the supply system of financial resources, on long-term medical care and medical care worker in the middle of matters that is considered insufficient and the problems that are related to these aspects.
