본 연구는 지방의 사회ㆍ경제 문제를 해결하기 위해 지방자치단체와 직ㆍ간접적 협력을 함께 하는 새마을 운동을 IPA(Importance-Performance Analysis)를 이용하여 분석한 것이다. 이 연구의 목적은 지역사회개발(Community Development)을 위한 새마을 운동 사례로서 경북새마을사업의 중요도와 성취도를 비교 분석하여 새마을운동자원의 효율적 집행에 필요한 정보를 얻고자 하는데 있다. 분석방법으로 경북새마을지도자를 대상으로 한 IPA 방법을 적용하였고, 경북새마을운동 사업결정의 합리성을 높이는 방안을 모색하였다. 분석결과, 경북새마을운동 사업은 농어촌새마을사업, 도시새마을운동, 국제새마을운동, 정신새마을운동의 순으로 중요도가 나타났고, 농촌새마을사업을 집중 개선해야 하는 것으로 또한 정신새마을사업은 축소관리해야 하는 것으로 나타났다. 그러므로 연구결과 나타난 경북새마을운동 세부사업에 대한 중요도와 성취도에 대한 분석결과를 반영하여 보다 효율적인 새마을운동 사업 집행이 되고 경북 지역의 지속적인 사회ㆍ경제 개발에 새마을운동이 공헌하기를 기대한다.
This research analyzes the Importance-Performance of the Saemaul Undong of KyungBook Province to improve local socio-economic issues through local governments’ direct and indirect involvement. The Saemaul Undong programs of KyungBook is analyzed as the case of local Saemaul Undong for comparing importance with performance in the Importance-Performance Analysis (IPA). The IPA is used for improving the rationality of decision making with consulting the Saemaul Undong leaders. The KyungBook Saemaul Undong consists of four areas such as Rural, Urban, International, and Spirit Saemaul Undong for determining the comparative advantage KyungBook Saemaul Undong programs. Therefore, this study suggests that the Importance-Performance Analysis among the Saemaul Undong Programs will contribute to implement the programs effectively and efficiently for the sustainable socio-economic development of KyungBook Province.
