본 연구의 목적은 아동성폭력범죄 예방을 위해 기존의 논의에서 다소 벗어나 보다 넓은 차원에서 어떠한 정책적 대안이 가장 우선적으로 고려되어야 하는가에 주 논점이 있다. 이러한 연구목적을 달성하기 위해 아동성폭력과 관련되어 실무에서 아동성폭력 문제를 직접 담당하고 있는 여성청소년계 경찰공무원, 학계에서 다양한 이론을 강의하는 경찰행정학과 교수 및 형법전공 교수, 다양한 법률적 검토와 방안을 입안하고 시행하는 법제처 실무자 및 한국형사정책연구원, 그리고 아동보호 시설에서 아동을 교육하고 지원하는 지역아동센터 담당자를 대상으로 설문조사 한 뒤, 정책적 우선순위 결정에 유용하게 사용되는 AHP (Analytic Hierarchy Process) 기법을 활용하여 분석을 실시하였다. 분석을 위해 선정된 변수로는 1단계 분석의 경우는 4개(법률적 체제 정비, 경찰체제 정비, 아동 성폭력범죄자 치료교정 프로그램 확대 추구, 환경적 사회 안전망 구축), 그리고 2단계 분석에서는 각각의 1단계 변수에서 도출된 14개의 하위변수를 사용하였다. 분석결과 각 단계별 전체 복합가중치와 우선순위에서 14개 하위변수 중 상위 30%에 포함된 4개 변수(CCTV 설치 및 성폭력범죄 예방을 위한 체계적 범죄관리시스템 구축(0.189013), 공소시효 배제 및 정지(0.092021), 아동안전지킴이 집 확대 적용(0.091579), 방과 후 아동보호 시설의 확대(0.088707))가 상대적으로 중요한 변수로 분석되었다.
The purpose of this study is how policy decision should be achieved in synthetic dimension for child sexual abuse’s protection. Survey respondents of this study are women and juvenile section’s police official, professors(police administration and criminal law) that is lecturing theory at an university, ministry of government legislation’s employee and korea institute of criminology’s researcher who make a plan law and community child cent’s child-care providers that educate child and supports. Analysis analyzed through AHP(Analytic Hierarchy Process) method that is used in political priority order decision. 4 variables(legal system maintenance, police system maintenance, child sex offender’s treatment remedy program extension, environmental social safety net construction) were extracted at 1 step for analysis and 14 sub-variables that is drawn by each 1 step variable in 2 step analysis. Conclusively, 4 variables included for high position 30% among 14 sub-variables in total complex weight and priority order by each step were investigated by systematic crime management system construction for CCTV equipment and sexual abuse’s protection(0.189013), statute of limitation’s exclusion and suspension(0.092021), child safety house’s extension application(0.091579), after-school child shelters’ extension(0.088707).
