이 연구는 경상북도 새마을운동 세계화사업의 성과평가의 모형을 개발하고 적용한 사례연구로서 새마을운동 세계화사업의 평가를 통해 발전방안을 제시하는데 목적이 있다. 성과평가모형은 사업 부문, 봉사단 부문, 사회적 자본과 거버넌스 부문으로 나누어 설정하였고, 평가대상 사업으로 경상북도의 아프리카 새마을운동 시범마을 조성사업을 평가하였다. 분석결과, 시범마을 조성사업이 아프리카에 성공적으로 전수되고, 마을주민의 지지를 받고 있었다. 사업 부문의 적정성, 목표지향성, 지속가능성은 긍정적이었고, 봉사단 부문의 언어능력은 약간 미흡한 것으로 나타났으나 사업수행력과 성실성 등은 긍정적이었다. 사회적 자본과 거버넌스에 있어서도 신뢰 증진, 참여 증진, 규범 형성, 거버넌스 추진조직과 추진방식의 발전이 있었다. 개선할 문제점으로는 마을정보의 부족, 봉사단원의 언어능력과 현지 적응력의 부족, 봉사단원간 갈등, 현지 행정력 부족 등이 지적되었다. 향후 개선방안으로는 사업의 지속적 확대, 새마을 원형의 준수, 의식개혁 중점 추진, 사업간 시너지 확보, 마을 정보의 수집 강화, 소득증대사업 추진, 국제개발 전문가의 투입, 언어능력과 전문기술력을 지닌 우수한 봉사자 모집, 새마을거버넌스의 강화 등을 제시하였다.
This study is for evaluating Establishment of Saemaeul Pilot Village of Gyeongsangbuk-do in 3 African countries and suggesting improvement of Pilot Projects. The model for performance evaluation was divided into 4 sectors : projects, volunteer, social capital and governance. The analysis of performance evaluation is based on the field survey(interview and questionnaire with Saemaul leader, local residents and officials) and literature. The result of the analysis shows that establishment of Pilot Village was passed on successfully and has received enthusiastic support from villagers. According to the study, Relevance, priority order and sustainability of projects were judged to be positive. In connection with Volunteer their verbal skills were lacking but their capability for project implementation, faithfulness and etc. were positive. Regarding social capital and the governance, there were some positive things : increasing of trust between villagers and voluntary participation in Saemaeul projects, formation of new norms and development of promoting systems and method for implementing governance. Lack of information about the village, low linguistic ability and local adaptability of volunteers, conflict between volunteers, weak administrative power in model village and etc. were problems to improve upon. For future improvements we recommend, continued expansion of pilot projects, keep Saemaeul's original form, pushing ahead focusing on the reform of consciousness, secure a synergy effects between projects, strengthening the information collection about the village, pushing ahead a project for income increasing, commitment of expert for International development, recruitment of outstanding volunteers with linguistic ability and special technical skills, reinforcement of Saemaeul governance and etc..
