본 연구는 북한과 일본 간의 협상전략과 그 특징을 살펴보고 그에 대한 우리의 대응책과 시사점을 살펴봄으로서 남북한 및 동북아 변화에 능동적으로 대처하기 위한 방안을 모색하는데 목적을 두고 있다. 북한의 일반적인 협상전략을 보면 공산권 국가들과의 협상전략과 서방 국가들과의 협상전략으로 나누어서 고찰할 수 있다. 특히 그 중에서도 일본과의 협상전략은 서방국가인 남한과 미국과의 협상전략과 다른 양상을 띠고 있다고 할 수 있다. 본 논문은 북한이 한반도를 중심으로 하는 동북아 지역 국가들 중에서 일본과는 어떠한 협상전략을 가지고 있는가에 대해 분석하고자 한다. 북한의 대일협상은 미국 및 남한 관계와 비교하면 영향력 면에서 다소 중요성이 떨어진다고 할 수 있다. 일본이 역내에서 미국의 역할분담을 담당하고 있는 국가라고 하지만 남북한 관계에서의 일본의 역할이 북한의 입장에서는 크게 고려할 대상이 아니라는 관점에서 보면 북일 간의 협상전략은 새로운 측면이 있을 것으로 보인다. 본 논문에서는 북한과 일본의 정부 간의 공식적인 협상문제는 국교정상화 문제에 귀결된다는 점에서 북일 간의 국교정상화를 위해 북한이 취하고 있는 협상전략을 중심으로 북한의 대일협상전략을 분석하고 이에 대한 우리의 대응방안과 그 시사점을 분석하고자 하며 이를 바탕으로 우리의 정책적 대안을 모색하고자 한다. 본 논문에서는 먼저 협상의 함의에서 바탕으로 북한협상을 알아보고, 다음으로 북한의 대일 협상목표 및 특징을 분석한 다음, 일본의 한반도에 대한 인식을 바탕으로 북한의 대일협상 전략과 우리의 대응전략을 분석하고자 한다.

The study aims to enhance South Korea's ability to respond actively to changes in the Korean peninsula and Northeast Asia by understanding its policy options and their implications through the analysis of negotiations strategies of North Korea and Japan and their unique features. North Korea's negotiation strategies differ by its counterparts: They are different if the counter part is a communist state or a western state. They are also different from those that North Korea employed in its negotiation discourses against South Korea and the US, and against Japan. On this basis, the article attempts to analyze what kind of negotiation strategies North Korea has against Japan. North Korea's negotiation strategy of Japan falls short in terms of influence when compared to that it relies on against the US and South Korea. Although Japan shares burden with the US, however, from the perspective that Japan's role is not account much in the inter-Korean relations, North Korea-Japan negotiation strategy bears a unique feature. The article claims that official negotiation between North Korean and Japanese governments imply normalization of the relationship, and from this observation, it enables this paper to study the strategy that North Korea tends to rely on in its negotiation of normalization of relationship, whereby South Korea can draw some policy responses and their implications. The paper will first examine the implications of the negotiation and try to learn the North's negotiation. Based on this, the goals and objectives of the North's negotiation of Japan is analyzed. From Japan's perception of the Korean peninsula, it further assess the North's Japanese negotiation strategy and South Korea's strategic options.
