국가보훈문제는 민족의 역사와 현실에 대한 깊은 관련을 가지고 있다. 특히, 나라를 위해 목숨을 바친 많은 독립운동가, 전쟁 참전용사 등에 대한 문제는 국가의 명예와도 결부되어진 문제이기도 하다. 그리고 국가수호의지와 민족독립의지를 확고히 보여 준 독립운동은 민족통일을 지향하는 현 시점에서 긍정적인 민족통합을 위한 정신적 토대가 된다. 이런 점에 기초하여 국가보훈과 민족독립운동의 상관성을 민족독립운동의 정신적 의미를 기초로 하여 현재 적용되고 있는 현황에 대해 살펴보았다. 국가보훈정책은 개인과 사회, 국가, 민족 간의 상호관계를 바탕으로 국가보훈과 연관된 현상에 대한 동태적인 본질을 강조하고 있는 분야이다. 향후 국가보훈정책을 체계적으로 적용하는 데 민족독립운동은 국난극복을 통한 위국보훈의지의 전형, 사회정의를 위한 민족의지의 실천, 올바른 국가의식과 공동체의식형성의 귀감으로서 그 의미를 가지고 있다.
Problems of country's patriot and veterans benefit have deep relation with the history and reality of the nation. Especially the problems about many independentista's and war veterans who gave up their lives for the country are the problems connected with the honor of the country. And the independence movement which showed firmly the will of defending the country and the will of nation's independence is the spiritual foundation for affirmative nation's integration in present point of time aiming at nation's unification. Based on this point, investigated are the relation between country's patriot and veterans benefit and national independence movement on the foundation of spiritual meaning of nation's independence movement and the present situation which are currently applied. The country's patriot and veterans benefit policy is the field which emphasizes dynamic essence about the phenomena connected with country's patriot and veterans benefit based on mutual relation among individuals, society, country and nation. In applying the country's patriot and veterans benefit policy systematically in the future, nation's independence movement has the meaning as the model of will of serving one's country and patriot and veterans benefit through overcoming national crisis, practice of will of nation for social justice and example for right national consciousness and formation of community consciousness.
