공교육 정상화를 통한 사교육비 경감이라는 정책방향은 사교육비가 정책문제로 부각된 이래 변함없이 타당한 정책으로 추진되어왔다. 그리고 공교육 정상화를 통한 사교육비 경감에서는 그 핵심고리로 학교교육 과정 중심의 고입전형, 대입전형을 제시하고 있다. 본 연구는 이러한 정책추진과정에 근거하여 학생부 중심의 대입전형을 매개로 한 “공교육 정상화를 통한 사교육비 경감정책의 정책주장의 타당성을 분석하고자 하는 것이다. 연구의 분석틀로는 안선회(2009; 2013)가 Dunn의 정책논증구조를 재구조화하여 정책주장의 실제적 타당성 분석틀로 개선한 분석틀을 적용하였다. 분석결과, 노무현정부에서 공교육 정상화를 위한 학생부 내신중심의 대입전형은 사교육비를 크게 증가시켰으며, 이명박정부의 입학사정관제와 박근혜정부의 학생부위주전형 확대도 사교육비를 줄이지는 못한 채 수능사교육비를 내신사교육비로 대체하고 있음을 밝혔다. 다만, 학생들의 학교교육 충실도 향상, 교사들의 권위 향상 등 일부 공교육 내실화 효과가 있었다. 이를 토대로 학생부 중심의 대입전형을 매개로 한 “공교육 정상화를 통한 사교육비 경감정책”의 정책주장은 공교육 내실화에는 일부 기여하였으나, 사교육비를 증가시키고 있다고 분석하였다. 특히, “공교육 정상화를 통한 사교육비 경감정책”은 학생부중심 대입전형에서는 그 효과가 없기에 개선이 필요함을 제언하였다.
The Private Education Expense Reduction Policy through normalizing public education has been promoted as a valid policy ever since it emerged as a policy issue. Concerning reducing the private education expanse through normalizing public education, the high school entrance exam and college admission system focused on the school curriculum are presented as a ringcore. According to policy implementation, the purpose of this study was to analyze the validity of the private education expense reduction policy through normalizing public education mediated by college admission system based on high school transcript of records. The improved analytic framework(Sunhoi An(2009; 2013), Dunn’s policy argumentation model restructuring , was applied as the analytic framework for the study on the practical validity of the policy claims. This study shows that in the Roh Moo-hyun administration, college admission system based on grades of high school records for normalizing public education significantly increased the cost of private education expanse. Also, in the administration of Lee Myung-bak and Park Geun-hye, expanding the admissions officer system replaced the private education expense for the college scholastic ability test(CSAT) with that for school grades, failing to reduce the private education expense. However, internal stability of public education was effective partly such as improved students’ devotion and teachers’ authority. Based on this findings, we analyze that the policy claims, “private education expense reduction policy through normalizing public education” mediated by college admission system based on high school transcript of records, contribute to internal stability of public education partially but increase the private education expanse. In particular, “private education expense reduction policy through normalizing public education” needs to be reformed because it is not effective in the admissions officer system.
