최근 삼십여 년 간 교회 내부에서 평신도들의 협의회나, 교회 운동들을 구성하는 현상이 매우 활발히 진행 중이다. 이들의 본성은 많은 경우 교구 차원에 자리를 잡고 있지만 그렇다고 해서 본당을 대체하는 것은 아니다. 하지만 본당에 새로운 활력을 불어넣어주기 위하여 다양한 교회운동은 많은 공헌을 하고 있다. 그 반면에 교회운동이 본당 생활의 부정적인 영향을 미칠 수 있다는 염려가 제기되기도 한다. 이에 본당과 교회운동들과 적합한 관계 형성이 필요하다. 이러한 관계를 위해서 먼저, 요한 바오로 2세 교황이 본당 쇄신을 위한 하나의 방법으로 제시한 본당을 하나의 장소로서 그곳에서 물질적이고 영신적인 지원을 해주는 다양한 그룹과 교회운동들의 친교가 표현되는 곳, 즉 “공동체들의 공동체”로 바라보는 것이다. 이는 본당을 그 본성상 친교의 표징이요 도구로서 바라보는 것이라 하겠다. 이를 위해서 우선적으로 본당 안에서 활동하고 있는 다양한 교회협의회들을 인정해야 한다. 왜냐하면 신자들이 협의회를 구성할 합법적인 자유와 그들이 그러한 협의회를 창설할 자율권을 지니고 있고 이들의 다양한 활동이 본당의 활성화에 도움을 주고 있기 때문이다. 하지만 다양한 교회운동들은 교회와의 친교를 그 목적으로 하고 있기 때문에 주교와의 일치, 보편교회와 지역교회에의 소속감이 필요하다. 이를 위해서 항상 보편교회의 본성에 관한 의식을 지니고 겸손한 마음으로 자신의 고유한 카리스마를 전개해 나가야 할 것이다.
In recent three decades, there have been progressed actively many phenomenons constitute Church movement or laity council inside Church. The essence of these activities is based on the level of diocese, but not the substitute of parish. Nevertheless, various Church movements contribute much to give a new boost to a parish. On the other hand, there arise some concerns that the Church movement can have side effects on Church. Therefore, it is necessary to make a proper relation between parish and Church movement. To make such relationship, it is helpful to refer to what Joannes Paul II suggested to innovate the parish; a place that presents social intercourse of Church movements and diverse groups providing not only with material supports but also with spiritual supports, that is to see it as “community of communities.” This is to consider parish as a sign and tool of communion by nature. In order to do this, various councils of Church should be confirmed to be active within the parish because the laity has the legal freedom and autonomy to establish and constitute the council, and such kinds of various activities help the invigoration of parish. But, various Church movements need to have a conformance of bishop and sense of belonging to Catholic Church and local Church because the purpose of those movements is an intercourse with Church. On behalf of this, the laity should develop his genuine charisma always with humility and consciousness about nature of Catholic Church.
