공직선거법은 언론의 선거보도의 공정성을 확보하기 위해 언론기관의 공정보도를 의무화하고 있으며, 심의를 위한 선거보도 심의기구를 제도화하는 규정을 담고 있다. 이에 따라 현재 우리나라에는 선거방송심의위원회, 선거기사심의위원회, 인터넷선거보도심의위원회가 각각 방송, 신문, 인터넷에 보도되는 선거기사에 대해 공정성 여부를 심의 하고있다. 본 연구의 목적은 변화된 언론환경 아래에서 선거보도 심의기구의 역할 수행에 대한평가 및 심의제도의 개선점에 대한 논의의 필요성이 높은 점에 주목하여 창설 10주년을맞은 인터넷선거보도심의위원회의 역할에 대하여 탐색하는 것이다. 주요 연구결과는 다음과 같다. 첫째, 인터넷선거보도심의위원회 10년은 설치근거인 공직선거법이 요구하는 설치목적에 부합하는 심의운영, 제도개선, 교육활동 등을 통해 공정한 선거보도의 정착에 기여해온 것으로 평가된다. 둘째, 심의 현황 분석 결과 양적 측면에서 인터넷선거보도심의위원회는 타 선거보도 심의기구와 비교할 때 심의 기능을 밀도 있게 수행한 것으로 보인다. 셋째, 현행 3분할 체제로 되어 있는 선거보도 심의기구의 통합을 통한 심의제도 개선과 관련해서 인터넷선거보도심의위원회는 최선의 통합방안을 도출하는데 기여할 수 있도록 전문성을 강화해가야 할 것이다.
To ensure the fairness of election reports in the media, the Public Official Election Act has made unbiased reportage mandatory and has regulations that institutionalize election reports of the review board for consideration. As such, the Election Broadcast Deliberation Commission, the Election Article Deliberation Commission and the Internet Election News Deliberation Commission in Korea are currently discussing whether each election news reported on broadcasts, in newspapers and the Internet are fair or not. The purpose of this study is to assess the role performance of the election news deliberation commissions under the changed press environment and also to explore the role of the Internet Election News Deliberation Commission (celebrating its 10th foundation anniversary), focusing on points that require discussions on improving the deliberation system. The results were as follows: firstly, the Internet Election News Deliberation Commission is judged to be faithfully performing its task of ensuring fairness within the internet news media. Secondly, it is deemed necessary to improve the review system of the Election Broadcast Deliberation Commission, the Election Article Deliberation Commission and the Internet Election News Deliberation Commision. Thirdly, the Internet Election News Deliberation Commission will not only have to faithfully perform a regulatory role in the long term, but it will also have to function as a guidance to guarantee the freedom of political speech as much as possible.
