우리나라에서 최근 발생하고 있는 청소년 범죄는 매우 끔찍한 양상을 보이고 있다. 이런 현상에 대해 기존 형사사법기관 중심의 접근만으로는 한계가 있다. 본 연구는 범죄예방의 한 접근법으로서 외국에서 활발하게 논의되는 발달적 범죄예방이론을 소개하고자 하였다. 발달적 범죄예방이론은 한마디로 범죄로 진행될 위험요인을 차단하고 보호요인을 증대시키기 위해 생의 초기에 개입하는 것이다. 범죄로 진행될 위험요인으로는 개인적 요인, 가족요인, 학교요인, 또래요인, 지역사회 요인 등으로 분류된다. 이에 따라 발달적 범죄예방전략은 개인에 초점을 두거나 가족, 학교, 그리고 지역사회에 초점을 둔 프로그램들이 있다. 이러한 각각의 프로그램들은 생의 초기에 개입할수록 상당히 효과적인 것으로 평가되고 있다. 하지만 발달적 범죄예방이론에서 언급되는 다양한 위험요인들은 미래의 범죄가능성을 증가시키는 것으로 평가되지만 이런 요인들이 비행과 범죄에 어떤 인과관계를 가지는지에 대한 설명은 아직 충분하지 못해 보인다. 그럼에도 불구하고 증가하는 청소년 범죄와 어린 나이에 일탈행동을 하는 아동들에 대해 발달적 측면에서 접근하는 것에 대한 중요성은 계속 증가하고 있다. 우리나라의 청소년 범죄 문제를 다루는 정책입안자나 관련 실무 종사자들도 전통적인 형사사법정책에서 탈피하여 발달적 범죄예방이론에 입각하여 접근할 필요가 있다. 특히 최근 정치권 등에서 복지예산을 확충하고 있는 상황을 잘 활용할 필요가 있다. 향후 범죄로 진행될 위험성이 높은 것으로 평가되는 개인적 요인, 가족요인, 학교요인, 또래요인, 지역사회 요인 등을 차단하고 각각의 요소별 보호요인을 증대시키기 위한 초기개입에 노력을 집중해야 할 것이다. 그리고 아동이나 청소년이 어떤 경로를 통해 범죄자로 발달하는지에 대한 지속적인 분석과 동시에 이미 일탈경험을 한 아동이나 청소년들에게 다양한 전환의 기회를 제공함으로써 범죄자로 전락하지 않도록 노력하는 것이 범죄를 예방하는 지름길이 될 것이다.

Juvenile delinquency aspect that is occurring recently in our country is very terrible. Regarding this problem, there is limit to traditional criminal justice system approach. This study wished to introduce Developmental Crime Prevention theory that is discussed vigorously in overseas as approach of crime prevention. Developmental Crime Prevention theory intervenes in early of life to intercepts risk factors to be gone through crime and increases protection factors. To risk factor will go through crime is classified individual factors, family factors, peer factors, school and community factors. Accordingly, developmental crime prevention strategy programs that focuses to individual or focuses to family, school, and community. Such each programs are estimated by effective thing as intervene in early of life. However, various risk factors refered in developmental crime prevention theory are evaluated that increase criminal possibility in future, but representation does not look enough yet these leading persons in delinquency and crime some causal sequence bring. Nevertheless, the importance about that developmental crime prevention approach about children who act omission at increasing juvenile delinquency and youth is increasing continuously. Policy planner or employees who deal with juvenile delinquency problem of our country need to exuviate in traditional criminal justice system approach and approach developmental crime prevention being based. In particular, need to take advantage of well situation that is expanding welfare spending in latest politic field. Hereafter, it will have to concentrate early interventions in individual factor, family factors, peer factors, school and community factors that is evaluated high to be gone through crime mainly and increases protection factor by each element. And children or youth need continuous analysis whether grows by offender through certain pathway. Thing which do not develop by offender offering an opportunity of various diversion to juvenile delinquents who already experience omission will be cut that prevent crime.
