이 논문의 목적은 목회자의 경건과 윤리에 대해 자세한 지침을 주고 있는 목회서신에서의 목회자의 권위 문제를 고찰하는 데에 있다. 이 논문은 목회서신에 나타나는 세 가지 권위를 분석함으로써 한국 교회의 많은 목회자들이 점점 권위를 상실해가고 있는 위기 상황 속에서 그들의 권위를 회복할 수 있는 방법을 제안한다.첫째로, 목회서신(딤전 3:2-7; 딛 1:6-9; 딤전 4:6-13)은 목회자의 윤리적 권위를 강조하고 있다. 여기서는 목회자의 가르치는 능력과 그의 모범적인 삶을 매우 중요하게 여기고 있다.둘째로, 딤전 4:14와 딤후 1:6의 ‘카리스마’ 개념은 목회자의 권위와 밀접히 연관되어 있다. 그러나 목회서신에서 ‘카리스마’는 비범한 현상을 가리키는 용어가 아닐 뿐만 아니라, 목회자는 소위 카리스마적 인물로 묘사되지 않는다. 목회서신에서 ‘카리스마’는 목회자들이 그들의 직무를 성공적으로 수행하는 데 필요한 영적 자질과 능력을 의미한다. 따라서 여기서 중요하게 여기는 권위란 영적 권위임을 알 수 있다.셋째로, 목회서신(딤전 4:14; 딤후 1:6)에서는 성직 임명 안수식을 통해 목회자의 권위를 제도화한 과정을 엿볼 수 있다. 이 권위는 안수식이라는 공적인 의식을 통해 승인되기 때문에 제도적으로 주어진 권위다.한국 교회의 목회자들은 세 번째 권위에 지나치게 무게를 둠으로써 권위주의에 빠지는 경향이 있다. 이 논문은 이러한 경향을 비판하면서 위에서 언급한 영적 권위와 윤리적 권위에 초점을 맞춤으로써 목회자의 권위를 회복할 수 있는 길을 보여 준다.

The purpose of this paper is to investigate the pastor's authority in the Pastoral Epistles which give a full guide to the pastor's piety and ethic. By analyzing three kinds of authority appeared in the PE, this paper suggests how to recover pastor's authority in the critical situation that many pastors in Korean churches are getting lose their authority more and more.First, the Pastoral Epistles (1 Tim. 3:2-7; Titus 1:6-9; 1 Tim. 4:6-13) emphasize the pastor's ethical authority. Here they take the pastor's teaching ability and his exemplary life very important.Second, the concept 'charisma' in 1 Tim. 4:14; 2 Tim. 1:6 is closely connected with the pastor's authority. In the PE, however, 'charisma' is used neither to indicate a extraordinarious phenomenon, nor to describe church pastor as charismatic person. The charisma in the PE means a spiritual quality and power that might make pastors able to do their job successfully. Therefore, the spiritual authority is treated here importantly.Third, in the PE (1 Tim. 4:14; 2 Tim. 1:6) the precess of institutionalization of the pastor's authority through ordination is appeared. We can say that this authority comes from institution itself, because it is approved by official ceremony of ordination.Giving weight to the third authority, pastors of Korean churches have tended toward authoritarianism which led them to lose their real authority. Criticizing this tendency in Korean church, this paper shows how to recover pastor's authority through focusing on two other pastor's authority - spiritual and ethical authority - that the PE teach us.
