이 연구는 최근 한국에서 활발하게 논의되고 있는 청소년 국제교류에 대한 관심과 청소년 국제교류가 갖는 여러 중요성에서 비롯되었다. 연구의 목적은 첫째, 영국, 독일. 미국의 청소년 국제교류 정책 및 현황 고찰, 둘째, 각국 청소년 국제교류의 특징 분석, 셋째, 각국의 청소년 국제교류 비교를 통해 한국에서의 청소년 국제교류 활성화 방안 도출이었다. 연구의 결과 모두에서 청소년 국제교류와 활성화와 그 필요성에 대해 매우 중요하게 인식하고 있는 공통점이 발견되었으나, 그 목적과 방향성에는 다소 차이가 있었다. 영국은 청소년 교육이라는 넓은 관점에서, 미국은 세계사회에서의 미국에 대한 인식개선, 독일은 세계대전 이후 세계사회에 대한 역사적 반성과 고찰의 목적으로 국제교류가 실시되고 있다. 유럽연합과 영국, 독일의 청소년정책에서는 국제교류를 통한 사회통합에의 의지가 강하게 드러났다. 연구결과를 바탕으로 한국에서의 청소년 국제교류 활성화 방안으로는 국제교류 활동 시스템 구축, 교육과 훈련의 일부로서 국제교류활동 인정, 국제교류의 대상과 지역의 확대, 청소년 국제교류활동 전문가 양성, 국제교류활동에 대한 시각의 변화 시도를 제안하였다.
This study was originated from the increasing interests on youth international exchanges and the importance. The aims of this study were to analyse the policies on international youth exchange in the UK, Germany, USA and EU. As a result, this study found that the four countries shared the significance of international youth programmes but rather reflected their own contexts. In particular, UK dealt with international youth exchange programmes as a part of youth education and development. USA tried to change the national image in the global world in order to contribute world peace through international programmes. International youth exchange programmes in Germany were influenced by historical background since World War II. Therefore, this study suggested the need of professional body for international youth exchange policies and programmes, secondly, international youth exchange programmes as parts of youth education and development, thirdly, expansion of countries and region for the exchanges, fourth, the training for the professional staff for the programme, finally the changing the views on the international youth exchanges.
