핵무기 확산의 방지를 주요한 목적으로 하는 핵비확산체제가 심각한 어려움에 직면하고 있다. 북한과 이란의 핵무기 계획은 핵비확산체제가 가지고 있는 약점을 심각하게 노출시켰다. 만약 그 약점이 적절하게 치료되지 않을 경우 핵비확산체제는 그 설립 목적을 달성하기 힘든 상황에 놓이게 될 수 있다. 본 논문은 핵비확산체제의 약화를 초래한 원인을 구조적 관점에서파악하고, 그 해결방안을 모색함에 그 목적이 있다. 구체적으로 말하면, 그 원인으로서 핵비확산체제의 모호성과 한계, 그리고 핵비확산체제 규정의 이행과 관련한 허약성이 지적될 수 있다. 그리고 그 해결방안으로서 미국의 리더십 강화, 국제원자력기구의 능력 강화 및비핵국가들의 좌절감 해소 등의 방안이 제시될 수 있다. 핵비확산체제의 강화를 위한 방안들 가운데 가장 본질적인 것은비핵국가들은 핵국가들이 핵비확산조약의 제6조가 규정하듯이 핵무기 철폐를 위한 다자협상에 나선다는 조건하에 그 조약의 제4조를강화하는 데 동의할 필요가 있다는 점이다. 비확산과 핵무장해제는동전의 양면과 같다. 만약 핵국가들이 핵무기에 정당성을 부여하지않는다면 핵비확산체제의 규정 준수 위반으로 인한 비핵국가들의 처벌은 더욱 쉽게 될 것이다. 비록 핵무기가 없는 세계가 상당한 위험성을 갖는다고 하더라도 그것은 핵확산의 세계가 초래하는 위험성에비교해 볼 때 상대적으로 적다고 할 수 있다. 핵무기가 없다면 확산의 공포는 두려워할 필요가 없다. 핵무기없는 세계에 대한 오바마대통령의 주장이 관심을 불러일으키는 주된 이유는 그것이 핵비확산체제의 생존가능성에 직접적으로 연계되어 있다는 인식과 맥락을 같이하기 때문이다.
The Nuclear nonproliferation regime whose purpose is to prevent the nuclear weapons proliferation is recently facing serious difficulties for its survival. The nuclear weapons programs of North Korea and Iran revealed serous weaknesses in the regime. It requires an urgent and serious treatment for its sustainability. The paper is designed to examine the weaknesses of the regime from the structural viewpoints and to find out recommendation to deal with them. The problems regarding the implementation of the Nuclear nonproliferation treaty, the main pillar of the regime, are considered as the main cause for the weaknesses of the regime. The consolidation of the U.S. leadership, the strengthening of the capability of the International Atomic Energy Agency, and the resolution of the frustration of the countries without nuclear weapons are analyzed as the important ways to cope with them. The fundamental issue about the nuclear nonproliferation regime is the relationship of the nonproliferation with the disarmament. Nuclear weapons states need to start to talk with the reduction of them while the nonnuclear weapon states continue to give them up. Nonproliferation and disarmament are similar to two sides of the coin. If nuclear weapons states do not legitimate the nuclear weapons, it would not be difficult to punish the non compliance of the nonnuclear weapon states. Even though the world in which no country has nuclear weapons might provide a lot of risks in terms of international security, it might be worthwhile to abandon them in comparison with the risks which the world in which every country has nuclear weapons provides. We do not need to be worried about nuclear proliferation any more if there are no nuclear weapons around world. The reason why Obama’s idea of the world without nuclear weapons called the significant attentions throughout the world is that it is closely related to the sustainability of the nuclear nonproliferation regime.
