소년범죄 감소를 위한 노력은 과거부터 현재까지 다양하게 진행되고 있다. 정부부처와 관계기관, 청소년교육기관에서는 청소년의특성에 맞는 대안을 마련하고자 지속적인 관심을 기울여 왔다(한상국, 김정연, 이수정, 윤희진, 2015). 우리나라에서는 소년범죄에 대한접근에 있어 형사처분과 보호처분을 시행하고 있는데 소년범죄예방을 위한 보호처분의 하나인 대안교육과 수강명령은 사회내처우이면서 수강명령 교정공공재의 성격을 띠고 있다(천정환, 2014). 보통 대안교육의 시행과 수강명령은 범죄자를 교화, 개선, 교육시키기 위한목적으로 지도와 감독을 받으면서 강의나 교육을 받도록 하는 강제적 명령을 의미하며, 범죄유형에 따라 범죄자의 심성을 교화하고 올바른 가치관을 심어주어 교육을 통해 재범방지를 이룬다(김자영, 2011). 대안교육시행과 수강명령의 효과적인 목표달성을 위해서는교육을 어떻게 구성하고 전달체계를 어떻게 운영하느냐가 중요하다(Dowden & Andrews, 2004; McGuire, 2002). 다양한 사회 부적응 문제와 그로 인해 수반되는 현상을 해결할수 있는 근본적인 방안을 위해서는 개개인의 사회적응을 위한 예방적인 조기개입이 필요하다. 더욱이 과거 아동과 청소년의 바른 인성형성을 위한 전인교육을 담당했던 가정과 학교의 역할이 약화되면서 이러한 문제를 국가적인 측면에서 전문적으로 개입할 필요가 커지며 그에 대한 목소리도 높아지고 있다(손진희, 2009).
The purpose of this study is Apply the Character Education Promotion Act to Juvenile protection education. This crime and juvenile delinquency prevention through education and explores the operational measures to prevent recidivism. To this end, it first checks for juvenile delinquency status. Second, we examined the orientation and systems of Character Education Promotion Act. Finally, contents of research were that interpret and summarize about the correlations of the fundamental values and virtues in the Character Education Promotion Act and the n Juvenile protection education. This introduced a comprehensive plan, leveled character education, character education programs and certification courses, training, evaluation, conducted in conjunction education, professional training, including training operators. Also, forward proposed remedies to improve the quality of the curriculum in order to pursue the development of Juvenile protection education
