This paper deals with creating a new phonetic alphabet system based on the Korean alphabet, Hangeul, which is not appropriately capable of representing foreign phonemes found in the English language. A total of 37 phonetic symbols has been created and added to Hangeul so that the new phonetic alphabet system replace the International Phonetic Alphabet(IPA), which has been an only tool to acquire the sound system of English for students of English pronunciation in Korea and elsewhere. And yet the IPA system has been ignored as a difficult task to learn and use 44 sound symbols for many Korean teachers of English as well as students of English. Instead of the IPA more and more Korean elementary and middle school students depend on Hangeul as a means of transcribing the English pronunciation. It is obvious that this kind of practice hinders Korean students from mastering the sound system of English, and developing listening and speaking skills in English. As a solution to this, the new phonetic alphabet system will help every Korean learner master the sound system of English, which is a must in learning the English language as a means of communication.
