본 연구는 공공기관 혁신평가제도 전반에 대한 분석과 평가를 통하여 공공기관 혁신평가의 실효성을 제고할 수 있는 방안을 제시하고자 하였다. 이를 위하여 평가 투입, 평가 실행, 평가 결과 및 활용 측면에 있어서 혁신평가 방법 및 과정상의 문제점을 분석하고 개선방안을 모색하고자 평가 투입, 평가 실행, 평가 결과로 구분한 메타평가 모형을 분석틀로 하여 공공기관 혁신평가제도의 전반적인 과정과 운영에 대하여 점검하였다. 특히, 메타평가의 구성요소를 세부 평가항목을 구분하여 혁신평가 방법과 과정에서 발생한 문제점들을 지적하였으며, 이러한 문제점들을 해결하고 혁신평가의 제도적 발전을 도모하기 위한 방안들을 제시하였다.
This study aims at presenting a device that enhances the efficacy of evaluation on innovative efforts in public agencies in terms of analyzing institutional operations on the whole. The study attempts to analyze problems in the method and the process of current innovation evaluation and to explore alternatives. The study constructs a framework, as a meta-evaluative model that consists of evaluative input, evaluative implementation, and evaluative outcomes and feed- back, in terms of dividing the constitutive factors of meta- evaluation into several specified items. And then, based on the framework, reviews are carried out on the overall processes and operations of evaluative system on innovation as an institution, indicating some limitations inherent in the current evaluative system. Finally, the study tries to suggest some alternatives to overcome such limitations and to accommodate the institutional development of innovation evaluation.
