근래 정부의 정책은 일련의 변화를 거듭하는 가운데 작은 정부를 표방하면서 공공부문의 서비스 개선과 성과향상을 위한 노력에 많은 관심을 기울이고 있다. 이를 위해 지방자치단체에서는 공공부문이라고 인식되었던 영역들을 지방공기업과 민간에 위탁하여 운영토록 하고 있다. 이것은 국내뿐 아니라 세계적인 추세로 미국의 경우 지방정부의 민영화가 민간위탁을 의미할 정도로 정책적으로 많은 주목을 받고 있다. 그러나 위탁운영의 효용성 여부나 위탁자체에 대한 시민의 반발 또는 이해문제는 여전히 숙제로 남아 있다. 따라서 비용절감 및 서비스의 질 향상을 목표로 하는 공공도서관 위탁운영의 효율성을 평가할 수 있는 도구의 필요성이 대두된다. 이를 위해 우선 공공도서관 평가를 위해 사용된 국내외 성과평가지표를 검토하고 민간위탁 공공도서관의 평가결과를 성남시 사례를 통해 분석하였다. 본 연구는 이러한 분석결과를 토대로 민간위탁 공공도서관 성과평가지표의 개선방향을 제시 하고자 한다.

In an effort to create a leaner government organization, government policies are going through several changes recently with focus on improving public services and performance. As a result, several public services which used to be run by local government offices are now being entrusted to local public enterprises and private sectors. This is in line with the international trend, where for example in us local government office's entrustment to private sectors are now being perceived as private consignment, which is receiving a lot of attention. However, question remains in the effectiveness of private consignment and handling of public's disagreement and potential conflict of interest to the consignment. Therefore, there is a need for a measure that could evaluate the effectiveness of private consignment of public libraries in the areas of cost savings and service quality improvement. For this assessment of domestic and international evaluation measures on public libraries were reviewed and assessment of public libraries run by private consignment were done using Seongnam City example. This thesis intends to recommend improvements to be made an evaluation measures for public libraries run by private consignment based on the above analysis.
