본 연구는 지방의회의 정책기능 및 전문성 강화가 요청되고 있는 시점에서 지방의원 보좌기능에 대한 기존 제도의 실태와 문제점을 분석해보고, 그 개선점과 지방의원 보좌기능을 활성화할 수 있는 구체적 대안을 모색하는데 그 목적을 두고 있다. 서울특별시의회 사무처의 실태를 분석해 본 결과, 인사권제약에 따른 직원의 지원활동의 한계와 함께 전문적인 정책지원이 여전히 부족한 것으로 나타났다. 또한 의정활동을 지원하고 있는 전문위원의 인력은 물론 전문성이 부족하였으며, 인사권에 있어서도 지방의회의 인사권이거의 없는 것으로 나타났다. 따라서 지방의원의 전문성과 역량제고를 위해 우선적으로 지방의원 보좌기능이 활성화 되어야 하며, 특히 사무기구의 인사권 독립과 전문위원제도의 강화 그리고 지방의원의 보좌관제의도입을 검토해 볼 필요가 있다. 구체적으로 보면, 첫째, 보좌인턴제를 시범적으로 실시한 후,유급보좌관제를 확대 운영하는 방안을 고려해야 한다. 둘째, 지방재정의 부담을 고려하여 유형별 몆 개의 의회를 대상으로 공동보좌관제를 시범적으로 실시해 보고 이를 점차 확대하거나,의원 2-3인당 1명의 보좌관을 두어 시행해 본 후 그 효과에 따라 확대 시행함을 고려해야 한다. 셋째, 지방자치단체의 규모에 따른 차등적 및 단계적 실시를 검토해 시행할 필요가 있다. 즉 지방재정 및 여론의 부담을 고려하여 자치단체의 인구, 재정력, 의회업무처리 건수 등을 고려하여 일부단체를 대상으로 먼저 실시한 후, 점차 확대 실시하는 방안을 고려해 볼 필요성이있다.
The purpose of this project is to analyze and seek solutions concretely which will ensure to make an activation of assistance of Local Councilor for the actual conditions of current systems and its problems as this is the time when a policy function of local assembly needs to be professional. The result from analyzing the actual conditions of Seoul-City Council indicates that there is a still limitation, deficiency of supporting to employees and backing the policy up professionally. To be concrete, Firstly we should enforce Aid-internship as an example then if it works, it will be necessary to consider extending ‘Paid assist control. Secondly, As it could be burden of local councils financially, there is a need to consider to enforce Control co-counselors for test to several type of assemblies and extend to enforce or it has to be considered to enforce extending as a effect of having one aide per 2-3councilors. Thirdly, according the scale of a local government, decreasingly and stage by stage it needs to be analyzed and enforced.
