It is clear that the presidency is key figure of each political system and presidential power bases on the type of political regime. Vietnam’s political institutions are dominated by their National Assembly. The head of state is subordinate to both the Assembly and the Vietnamese Communist Party. On the contrary, the French president has the vital power in order to intervene theoretically and practically in the reserved domain: internal and external affairs. The aim of the paper including three sections is to compare the presidency of the two countries: Vietnam and France so as to clarify their characteristics and differences. The section one and two are going to compare the presidency of France and Vietnam with two resources: constitutional and administrative respectively. Finally, how to reform the Vietnamese presidency is going to suggest in the last section. It is said that the president of Vietnam should have real authority in specific areas such as diplomatic affairs. Also, he/she should be granted particular powers to counterbalance prime ministerial power in comply with the principle of power separation. This creates an important step of full renovation of Vietnam’ political institutions in reality.


대통령은 각국의 정치 체제에서 권력상 주요 인물임은 분명하다. 베트남의 정치 제도들은 국회에 의해 지배되고 있으며, 국가의 상층부는 베트남 국회 및 공산당에서 장악하고 있다. 베트남의 대통령이 국가의 상징적 수반임에 비해 프랑스 대통령은 국내외적으로 실제적인 권력을 가지고 중요한 역할을 수행하고 있다. 본 연구는 베트남과 프랑스의 정치체제, 특히 대통령제에 관한 비교 분석을 통하여 베트남 정치제도의 발전을 도모하고자 하는데 그 목적이 있다.
