The aim of this article is to understand the process of economic reform with the purpose of investigating the actual conditions of social problems following the transition of labour market and the social security system in the context of regional clusters, and to compare and evaluate similarities and variances between the two regions. The focus of this article is on the investigation of some characteristics of social security systems in terms of the reorganization of the new world order established in China and Eastern Europe and how to explain it in the context of regional convergence. The factors, effecting the diverging development of welfare systems between the two regions and the converging development in each region, include political factors,socioeconomic factors, social values and culture, and international factors.
