외부교통권의 하나로 화상접견제도의 실시는 계속 증가추세에 있지만 그 운영실태는 상당히 낙후된 방법으로 실시되고 있다. 즉 외부에 있는 수용자의 가족이 교도소에 있는 수용자와 화상접견을 위해서는 예약을 해야 하고, 예약당일에 가까운 교도소에 직접 가서 정해진 시간에 화상접견을 실시해야 한다. 이런 절차로 인해 외부의 가족이나 친지 등이 직업을 갖고 있는 경우에는 화상접견을 위해 휴가 또는 조퇴를 하여 가까운 교정시설에 가야하는 시간적·경제적 불편함을 초래하고 있다. 이런 불편함을 말끔히 해소할 수 있는 방안이 바로 스마트 폰을 이용한 화상접견을 실시하는 것이다. 실시방법은 내부에서는 컴퓨터를 통한 화상으로 하고, 외부에서는 스마트 폰을 통한 화상통화를 실시하는 것이다. 나아가 이 방법이 안정화 되면 내·외부 모두 스마트 폰 방식으로 하여 교도소 내의 스마트 폰만 증가시키면 되기 때문에 활성화를 기대할 수 있다.
As one of rights for communication with people outside, system of visitation through video is on the rise continuously. But its method is very out-of -date. That is, family outside of a prison should book visitation through video with a prisoner. And on the date booked, they should go to near prison in person and should have visitation through video at the certain time previously decided. Due to this procedure, the family or an acquaintance with a job feel inconvenience because they should have off-duty or early leave from office. A solution to solve such inconvenience is the very visitation through video using Smart phone. The method is that inside prison, video through computer is made while outside prison, people make video call with Smart phone. Of course, there could be administrative, economic, technical, security problems etc. Among them, security problem can be the largest hindrance in executing this system. If such problem is supplemented, there is high possibility of realization of the system. If this system is implemented, there would be some effects many prisoners can have benefits; for people outside, inconvenience in procedure can be relieved because it is not necessary for them to visit near prison; there are no limitation in time and space; furthermore, activation is expected. Visitation through video should be increased continuously because of effect equivalent to direct visit.
