신라 말에 신라와 발해는 국가의 위상을 다투었다. 최치원은 두 나라의 경쟁을 당 황제와 관인에게 보내는 글에서 언급하였다. 최치원이 지은 글을 통해 두 나라의 ‘쟁장사건’을 확인할 수 있다. 다만 최치원의 발해 관련 글은 신라 진성왕과 효공왕의 왕위계승 과정과 맞물려 작성되었다. 최치원의 글은 신라의 발해인식을 확인할 수 있음은 물론 당시 신라 정국의 동향을 알 수 있는 중요한 자료이다. 최치원은 당 황제에게 보내는 표문이나 장문 뿐만 아니라 당의 관인에게 보낸 글에서도 발해를 언급하였다. 발해에 대한 언급은 재당시절에 작성한 글은 물론 효공왕 초년까지 쓰여진 글에도 나타났다. 그의 발해관은 당시 당과 신라에서 발해를 인식하는 모습을 그대로 담았다. 최치원은 발해를 고구려의 후예, 혹은 속말말갈의 나라로 표현하였다. 그는 숙위학생으로 활동하면서 당시 당나라 사람들이 가졌던, 당 중심의 세계관 속에서 신라와 발해를 이해하는 경향을 그대로 이어받았으며, 발해보다 신라의 위상을 강조하는 이중적인 발해관을 가졌다. 그러나 효공왕이 왕위에 오른 뒤에는 발해를 이전부터 부르던 ‘북국’이 아닌 신라의 위계를 받은 ‘적국’으로 폄하하면서, 발해가 신라의 속번으로 애초부터 신라와 비교될 수 있는 대상이 아님을 지적하였다. 신라를 중심한 발해관은 숙위학생의 파견과 관련하여 제시되었다. 자연 그의 발해관은 당시 신라의 국내외 상황에 적지 않은 영향을 받았다. 최치원은 경문왕계 왕실의 측근 문사로 활동하였다. 그는 외교문서에서 경문왕, 헌강왕, 진성왕, 효공왕 등이 숙위학생을 파견하여 황제의 교화를 이루는데 진력하였음을 강조하였다. 이것은 경문왕계 왕실의 위상과 권위를 다시 한번 강조하기 위한 것이었다. 곧 최치원의 발해관은 당과 발해에 제후국 신라와 신라의 속번인 발해의 실상을 구체적으로 알리려는 의도를 담았다. 또한 헌강왕의 서자로 왕위에 오른 효공왕의 정통성을 확보하고 왕실의 안녕을 해치는 귀족세력을 견제하려고 의도하였다. 나아가 견훤과 궁예 등 신라 왕실의 권위와 위엄에 도전하는 호족세력에게 신라 왕실이 당의 공식적 인정을 받은 유일한 나라임을 알리려는 뜻도 담았다. 최치원의 발해관에는 헌강왕 말년부터 효공왕 즉위 초년까지 자신이 겪은 신라의 국내외 상황이 반영되었다.

Choi Chi Won composed an article about Balhae which has the contents about Shinla's jostle with Balhae for a national prestige. However this article were written with diplomatic document which was announcing King Jin Sung passed thrown on to King Hyo Kong. Therefore the view point of Choi Chi Won related closely with succession to the thrown. Choi Chi Won had written about balhae from 884 to 898. Prefrences about Balhae were included into a letter to Emperor or government agent of Tang. Although Choi Chi Won explained Balhae as the descenant of Ko Ku Ryu, he defined them as Mal Gal(粟末靺鞨) in the documnet which was written in King Hyo Kong period. Choi Chi Won had dual recognition about Balhae. Choi Chi Won stressed that Shinla and Balhae both accepted the enlightenment of the Tang Emperor. This came into real by students studying abroad who were sent to Tang. He emphasized Shinla sent students more often than Balhae. Especially this could be possible because of King Kyoung Moon's royal family; such as king Kyoung Moon, King Hun Kang, King Jin Sung, etc. Shinla were invaded by Mal Gal (黑水靺鞨) in King Jin Sung period and started loosing control power as powerful clan(豪族) rose up. Choi Chi Won worked hard to change these situation and his mind appeared in his writing. He stressed Shinla was better than Balhae as a country of virtue to reaffirm Shinla‘s royal family in Tang. Also he pointed up the fact that Shinla had accepted Emperor's enlightenment, by doing that he tried to hold each powerful clan(豪族) in check. Especially he raised achievement of royal householder with King Kyoung Moon for controling Jingol(high noble status) which surrounded King Hyo Kong The Recognition of Choi Chi Won to Balhae was appeared very sensitively following political situation at the time.
