The purpose of this study is to identify main issues in the curriculum development of English. The conclusions from this study are summarized as follows: First, for the foundation stage, the following two issues should be given serious consideration. (i) What should the nature of English curriculum should be? Should it be content based or process based? (ii) Who should be main curriculum developers? Are they supposed to be experts (language experts or education experts) or teachers. Second, for the organization stage, the following three points are at issue: (i) When an English curriculum is being made, the following pairs of relations are likely to be involved. Which one is of more importance ? Horizontal and vertical, the features of English or general rules, the quality and quantity balance between English and the other subjects, etc. (ii) The issues on goal establishment should be given their due importance, as well. On which side do we have to place more stress? Goal oriented curriculum or standard oriented curriculum? For the content systems, we have to pay attention to the question of which form is the more proper. Third, for the implementation stage, the following two issues should be dealt with seriously: (i) How should we make a decision on the subject selection and credit, and learning quantity? (ii) How can we implement fixed application of tracking and level differentiated curriculum irregardless of the features of English?
