The main purpose of this study is to analysis Actual Condition and improve in 'Li' Manager System Operation. For this purpose, this study survey take charge of 'Li' public servants in the local government. The results from the analysis on public servants are as follow. the First, A age of 'Li' Manager is a limit 30 years old and an upper limit is 60 years old. secondly, Appointment method of 'Li' Manager is now a direct election the head of EUP․Myun but hereafter a direct election of the residents. the third, Reward of 'Li' Manager is a necessary to upper coordination, proper degree of thirty thousand. the fourthly, A district of jurisdiction in 'Li' Manager is the number of 51-100 scope household. Accordingly, to improve the system of head of 'Li' analysis include 1) To improve a requirement and appointment method of 'Li' Manager. 2) To enhance morale from improve treatment of 'Li' Manager. 3) to build from role of 'Li' Manager and cooperation system.
