This thesis focuses on the home office as a model for the new organization management, which has recently become the subject of active discussions and debates in the public and administrative sectors with IT developing at a rapid pace. Theoretical approaches to this study have sought for a method of bringing more flexible management practices into the exclusive and rigid culture of organizations and have resulted in a variety of theoretical models. Applicable models, however, have been limited to only a few, including the home office, the partial home office and the working life in private offices of organizations. The models of the home office hold the potential to grow into a new work culture that maximizes performance efficiency for such tasks as the development of an organization, the improvement of policies concerning personnel, the enhancement of competitiveness and the increasing of production capacity. The final part of this thesis will cover the necessary theoretical backgrounds and various types and accompanied problems that may occur if the Korean government adopts a home office approach to its administration, with the intention of minimizing any possible policy errors. Although, home offices are in their initial stage of development and it will take some time for this subject to be fully developed and materialized, this thesis aims to look at the feasibility and prospects of home offices as a new paradigm for organizational culture and personnel policies of the future.
