This study is aimed at investigating the developmental stages and their constraining factors and offering meaningful suggestions for establishing e-government services of Seoul Metropolitan City. To that end, it firstly analyzes the developmental stages of e-government services of Seoul Metropolitan City on the basis of Fourth Stage Model of e-government, finding that Seoul city nearly comes up to the third stage but is not sufficient to deserve the stage. Specifically, this article seeks to analyze the problems embedded in the e-government services of Seoul metropolitan city through the interviews of officials related to informatization. The results are as following : user-unfriendly service system without the appropriate consideration of citizens' needs, unnecessary budgetary wastes and the lack of county budgets by the double investments of both Seoul and central governments, the weak linkages with the established system and no protocols among county systems by the late integration of central government, halted implementation of policy with no legal and institutional supports, the short of personnel related to informatization. This study has potentiality in that it raises those problems at the city government level, quite different from the earlier analysis of e-government services at the national level, and thereby enabling the urban and local governments to establish e-government services realistically.
