This paper aims at groping for advisable amelioration to build up partnership between the NGO and the government through accessing the relation between the government and the NGO, that has made eye-opening progress in this society since the latter half of 1980s, taking a side view of "financial support". After legislating "the law of supporting nonprofit-making organization", the justness, NGO's autonomy, effectiveness and clearness of financial support and guarantee of responsibility are proposed as a problem on the financial support toward the NGO, regularized in 2000. This research concentrated on understanding current situations and analysing the contents of "financial support" positively between the local government and the NGO, the core of social change from the root after the era of autonomy. Based on the current situation of financial support, especially in Gwangju Metropolitan City, as one of the provincial governments, it finds out the problems through interview-type investigation of NGO activists who are financially supported and presents schemes for improvement of these problems. To put various results together, more practical devices for the financial support of the provincial government to the NGO should be prepared in the dimension of provincial government within the category of the purpose of 'the law of supporting nonprofit-making organization' and thoroughly keeping the duty of paying regard to NGO as this law presented.
