This research addresses the old puzzle of the perception differences between the citizens and the government officials. Are there any differences and if so, why and how? To answer this question, this study compared the frame of civil environmental monitors and that of the local government officials on environmental policy, particularly the managerial task of pollution emission. Frame is the activity of selecting certain aspects of policy issues for consideration. The analysis focused on whether the two groups frame the same policy issue differently. Using the survey questionnaire with the sample size of 484, the research found that both groups framed the issue based on self-interests. Both groups have positive frame on environmental policy: both highly endorsed their government executive and the government on environmental policy. But, each group regarded its work more important than their counterpart's. The author argues that egoistic frame is the basis of policy conflicts, and to avoid conflict, the government should make efforts to draw consensus among different frames.
