The paper examines how to do local governments play an important role in order to restructure local government system as basic researches. The establishment of ordinance is considered as a core role of core in local council members. In particular, the research is explored that different local councils deal with independently establishing ordinances or with duplications each other. The results are contributed that how the new restructuring of local government system must be accomplished in terms of role construction between central government and local government and between their local governments in the future. The results will be a basci data to rebuild their relations between local and central governments. The study is analyzed with ordinances of the seventh local council in Seoul, Seocho-gu and Kangbuk-gu. As a result, local councils have established amount of duplicated ordinances(40%) among three local councils at the same period. This duplicated ordinances might be exposed administrative wastes, and might not represent local residents. Rational governmental relations must be structured by rebuilding the role among central government, basic local government, and regional local government, to solve the problems.
