본 논문에서는 조선은행과 조선은행권의 역할과 기능에 대한 다양한 논의가 제기되었던 1910년대 제국의회의 논의 과정에 주목하여 제국과 식민지 통화체계의 차이와 연관관계를 고찰하고자 한다. 1910년대는 제1차 세계대전으로 일본경제가 호황기를 맞이하면서 경제규모의 양적 팽창과 함께 통화량이 급격히 확대되고, 조선 역시 이러한 과정에 수반하여 경기호황과 통화량이 급격하게 팽창하던 시기였다. 특히 조선의 국제수지 호전은 조선은행권의 태생적 문제를 해결하려는 논의가 대두하는 배경이 되기도 했다. 그러나 기존 연구에서는 주로 총독의 감독권에 관한 문제에 집중했고, 개정법률안에서 제기되었던 다양한 논의에 대한 고찰은 충분히 진행되지는 못했다. 이에 이 글에서는 조선은행감독권 문제 이외의 논의에 주목하여 제국 내에서 조선은행의 법적 지위, 조선은행권과 일본은행권의 관계 설정 문제 등을 고찰하고자 한다.
The purpose of this study was to consider the difference and correlation between imperial currency system and colonial currency system by focusing on the process of discussion in the imperial council in 1910s which put forth various discussions with respect to the role and function of Joseon Bank and Joseon Bank notes. In 1910s, Japanese economy enjoyed the boom in the wake of the World War I, along with rapid increase in the amount of money in circulation which arose from the quantitative expansion of economy. In that period, Joseon was also influenced by such trends and experienced robust economy and fast increase in money supply. Particularly, the improving international balance of payments in Joseon has led to the start of discussion that aimed to resolve the problems facing the Joseon Bank note at its incipient phase. However, the preceding studies primarily focused on the problems associated with the supervision right of viceroy(governor-general) and did not fully consider various discussions which were presented within the framework of revised laws. Thus, this study is intended to examine the legal status of Joseon Bank in the empire and relationship between Joseon Bank note and Japanese Bank note by focusing on the discussions on matters other than the issues related to the supervision right of Joseon Bank.
