본고는 부동산투자이민제를 통해 제주도에 유입된 신화교 문제를 중심으로 논의를 진행하였다. 그 의미를 다음 세 가지로 정리할 수 있다. 첫째, 신화교가 제주도에 이주하게 된 중국 내 상황을 중산계층의 성장과 관련하여 검토하였다. 중국에서 중산계층은 소비의 주체이면서 동시에 정치적 변화의 주체로서 경제학, 사회학, 정치학계의 큰 관심을 받아왔다. 본고는 투자이민의 주력군으로 중산계층에 주목하여 『포보스』(Forbes) 중문판에서 제시한 대중부유계층(大衆富裕階層)의 특징을 설명하였다. 다음으로, 신화교의 제주도 유입 배경과 현황을 구화교와 비교하여 논의하였다. 신화교는 계층, 자본, 삶의 방식 등에서 사회경제적 소수자로 줄곧 차별받아 온 구화교와 큰 차이를 보인다. 따라서 구화교는 신화교를 동일집단이 아닌 ‘중국인’으로 구별하고 있지만, 그럼에도 불구하고 구화교와 신화교가 만나는 지점을 확인할 수 있었다. 마지막으로, 부동산투자이민제로 유입된 중국자본과 그것이 지역사회에 미친 영향에 대해 살펴보았다. 구체적으로 중국자본이 추진하는 사업으로 인해 제주도의 자연환경이 훼손되고 제주도민의 거주환경이 위협을 받고 있다는 점, 신화교와 지역민 간의 갈등 뿐 아니라 지역민과 지역민 간의 갈등이 고조되면서 지역사회가 변화에 직면하고 있음을 지적하였다.
Chinese who have entered the South Korea after the normalization between South Korea and China in 1992 are mostly the immigrants who are working, studying and married. Recently, the number of Chinese living in the South Korea with the investment immigration boom of China has been gradually increased. The aim of this paper is to advance the discussions on new overseas Chinese problem that has flowed into the Jeju Island by an institutionalization of real estate investment immigration. Firstly, it was investigated the background of new overseas Chinese that has flowed into Jeju Island. We have focused on the growth of Chinese middle class as the subject of investment immigration. Secondly, the background and current status of the influx of new overseas Chinese were compared with old overseas Chinese in Jeju Island. New overseas Chinese is much different as compared with the old overseas Chinese as a minority who have been continuously discriminated in terms of social class, capital, life style and so on. Lastly, we have examined the effects of the Chinese capital and the local community that has flowed into the real estate investment immigration system. The natural environment of Jeju Island was impaired by the developmental plan of Chinese capital, and her residents’ living conditions are also under threat. The conflicts between new overseas Chinese and local residents and among the latter were occurred by the developmental plan.
