고대 아테네 민주정치에 대한 널리 알려진 비판들은 역사적 관점에서 볼 때 그 근거가 거의 없다. 폴리스는 시민공동체였으며, 그래서 시민들에게만 참정권이 부여되었던 것은 고대 그리스인들에겐 너무나 당연하였다. 아테네의 경우, 재산이나 출신을 가리지 않고 모든 시민들에게 참정권을 부여하였다는 점에서 이례적이었다. 그 본질적 특징은 자유와 평등, 참여, 그리고 변화에 대한 적응 및 개방성이다. 민주정치 하에서 언론의 자유는 오늘날의 기준으로 보더라도 매우 높은 정도로 보장되었는데, 다만 공익에 반하는 행위나 종교적 영역에서만은 예외였다. 평등은 민주정치의 핵심적 가치이자 이념이었다. 그것은 정치에 대한 차별 없는 참여로써 구현되었다. 참여는 평등에 기초한 것이면서 동시에 평등을 실현하는 방식이었다. 변화에 대한 개방성과 적응성은 위의 이념이 실현되는 과정에서 드러나는 특징이다. 아테네의 직접민주정치는 작은 규모를 가진 긴밀한 공동체였기 때문에 가능하였다. 그리고 소수의 시민에게만 참정권이 주어진 것은 인간이 근본적으로 불평등하다는 믿음에서 기인한 것이라기보다는 고대세계의 기술적, 경제적 제약 때문이었다. 오늘날 인터넷과 SNS의 발달로 고대와 비교할 수 없이 규모가 큰 국가들에서도 직접민주주의를 시도해볼 수 있는 여건이 조성되고 있다. 이것이 고대 민주정치가 우리에게 주는 의미 있는 시사점이다.
The widespread criticisms on the Ancient Athenian democracy have, in historical view, few valid foundations. In the ancient world, it was natural that the political rights was permitted only to the citizen class in the polis. In the case of Athens, it was exceptional that all the citizens have rights to participate in the politics regardless of their wealth and status. The essential idea the democracy pursued was liberty(eleutheria), equality before the law(isonomia, to ison), participation and adaptability to the circumstances and openness toward change and improvement of its system. Freedom of the speech was guarded at high level even compared with modern standard, only excepted in the case of action against the anti-common interest and impiety in religious sphere. Equality among the citizens was main value and ideal of the democracy. It was realized indiscriminate participation in the political matters. Participation was founded on the equality and the way of realization of the equality. Adaptability toward the change and openness were the characteristics appeared in the course of the realization of such ideals. In today’s point of view, Athenian direct democracy was possible as it was small scale face-to-face community. The reason why only small size of citizens have the political rights was technical and economic one, not their belief of the essential inequality of human nature. Nowadays, with the development of the Internet and SNS it’s growing the conditions to try direct democracy even in large country. Therewith we are getting the obstacles out of the way which blocked the ancients. That is the suggestion with which ancient democracy provide us.
