본 연구는 현 교육 상황에 대한 교사들의 인식을 토대로, ‘전문상담교사제도’의 개선방안을 모색하기 위해 실시되었다. 본 연구 결과를 보면 다음과 같다. 첫째, 현 교육상황을 대부분의 교사들이 위기상황을 지각하였으며, 특히 ‘학력저하’ 현상이 가장 뚜렷하다고 지각하였다. 둘째, 생활지도에 있어 교사들은 필요하다고 생각하는 영역과 실제 지도가 이루어지는 영역은 차이가 있었고, 특히 ‘학업’은 필요이상 많은 지도가 이루어지는 영역이었다. 인성교육이 어려운 이유에 대해 학교급별, 전문상담과정이수여부에 따라 차이를 보였다. 셋째, 전문상담교사제도는 교육과정, 자격증 부여방식, 제도적 지원 등에 있어서 보완 및 수정이 필요하였다. 이런 연구 결과를 바탕으로 전문상담교사제도에 대한 개선방향에 대해 제안하였다.


Based on teachers’ thought of the problematic nature in the current public educational system, this study was conducted to find ways to improve “the counseling teacher licensure program.” The results of the study showed that, firstly, most teachers viewed the current educational situation as a crisis, and in particular, they pointed to the “decline in academic performance” as the most manifest evidence of such crisis. Secondly, regarding guidance, there were differences between areas where teachers believed were important and those where guidance was actually put into practice. In particular, “academic achievement” was such an area where more guidance than necessary was taking place. For reasons on why character education was difficult to pursue, teachers showed different opinions according to each school level, and whether or not they had completed the professional counseling course. Finally, the counseling teacher licensure programs should be revised and improve in the educational curricula, in the ways the certificate is conferred, and systemic support. With these results, improvement of the counseling teacher licensure program were discussed.
