『삼국사기』에는 신라 탈해이사금 때 居道가 張吐의 들판에서 말놀이를 하는 척하다 于尸山國과 居柒山國을 기습해 동시에 정복했다는 기록이 있다. 그러나 그 동안 우시산국과 거칠산국은 서로 멀리 떨어진 울주군 熊村面과 부산 東萊區에 비정되어왔기에 위 기록은 믿을 수 없는 설화로 치부되었다. 본고에서는 지명 재비정을 통해 위 기사의 합리적 해석을 시도하였다. 먼저 ‘居柒山’이 동래의 초기지명 ‘萇山’의 훈독에서 파생함을 밝혀 동래의 본명(최초지명)을 萇山國으로 확정함으로써, 본명이 居知火인 彦陽에 거칠산국을 비정할 근거를 마련하였다. 또 于尸山國은 ‘于’를 상고음 ka로 읽어 屈火(울산 茶雲洞)에 비정하고, 지금까지 屈火에 비정되던 屈阿火村은 ‘屈’을 /ㄹ/>/j/ 음운변화를 근거로 ‘戒’에, ‘阿’를 ka로 읽어 ‘邊’에 대응시켜 신라 말의 戒邊城(울산 鶴城洞/伴鷗洞)에 비정했다. 이로써 나중에 東川江 서안의 屈阿火村까지 정복해 太和江 이북을 석권하기 이전, 언양과 尺果川 유역에 있던 거칠산국과 우시산국 두 나라를 신라군이 麻等烏 분지에서 출발해 정복한 기록으로 위 기사를 무리없이 이해할 수 있게 되었다.

History of the Three Kingdoms says there were two neighbouring ancient states of Usisan(于尸山國) and Geochilsan(居柒山國) around Gyeongju(慶州). But the distances between Gyeongju and the two places we have believed Usisan and Geochilsan refer to were too far. So I worked out what places Usisan and Geochilsan really refer to. (1) The ancient state of Geochilsan has been thought to refer to Dongnae(東萊), one of the earliest names of which was Geochilsan, but I consider it more likely that Dongnae's original name was Jangsan(萇山) as written in Survey of the Geography of Korea, and that jang, the first element of the name was replaced with geo, the meaning of jang and that chil, the genitive particle was inserted to form Geochilsan as a derivative of Jangsan. So it seems to refer to Eonyang(彦陽), whose original name was Geojihwa(居知火), rather than to Dongnae. (2) The ancient state of Usisan turns out to refer to Daun-dong region of Ulsan, whose original name was Gulhwa(屈火), when we realize that the original name of the state was not Ulsan but Gulsan, on the basis of the Sino-Korean sounds inferred from Old Chinese, not from Middle Chinese.
