지금까지 이 연구에서는 화법교육의 여러 문제－화법 담당 교사ㆍ화법 교과목ㆍ화법 교재ㆍ화법 교육 방법ㆍ화법 평가 방법ㆍ화법 교육 환경 등－와 개선 방안에 대해서 고찰하였다. 교육의 성패를 좌우하는 요인은 교사ㆍ학생ㆍ교재ㆍ교육 환경 등이다. 이것들 중에서도 가장 중요한 것은 교사이다. 교사 양성 기관인 교육대학과 사범대학 중에는 화법론과 화법 교육론을 개설하지 않은 곳이 많다. 교사 양성 기관에서는 수강생들로 하여금 화법론과 화법 교육론을 개설하여 화법 교육의 이론과 실기를 갖추도록 철저히 교육을 하여야 한다. 고등학교의 선택 교과목인 ‘화법’의 교육 내용은 국민 공통 기본 교과인 ‘국어’의 듣기ㆍ말하기 교육 내용과 흡사하다. 선택 교과목인 ‘화법’을 담화 유형에 따라 ‘대화’ㆍ‘면접’ㆍ‘면담’ㆍ‘협상’ㆍ‘발표’ㆍ‘연설’ㆍ‘토의’ㆍ‘토론’ 등의 교과목으로 세분하고, 각 고등학교에서는 학생들의 요구를 고려하여 그것들 중 한두 교과목을 선택하여 교육할 필요가 있다. 교육 현장에서 사용하는 주교재는 종이로 만들어진 교과서이다. 멀티미디어 세대인 학생들로 하여금 화법 학습에 흥미를 갖게 하려면 다양한 교재를 개발하여야 한다. 그리고 학생의 능력과 담화의 유형에 알맞은 교수ㆍ학습 방법으로 교육하고, 타당도와 신뢰도가 높은 평가를 하여야 한다. 교재와 교수법을 개발하는 일은 교사 혼자서 하기가 어려우므로 교육청과 교육과학기술부에서 적극적으로 지원하여 주어야 한다. 교육 당국에서는 다양한 화법 교재를 개발하여 교육 현장에 보급하고, 학급 규모를 20명 이내로 줄이도록 하며, 화법 교육을 효과적으로 하는 데 필요한 시설을 갖춘 화법 교육 전용 교실을 마련하여 주어야 한다.

The aims of this article is to survey about the problems and improvement plans of the speech education in Korea. The problems of the speech education in Korea are teachers, curriculum, teaching materials, teaching methods, assessment methods, educational facilities etc. The many teachers that teach speech communication at schools in Korea didn't have learned about the knowledge and skill of speech communication and speech education at university. They should be educated thoroughly to possess theory of speech education and practical skill at the education university. The education contents of speech that is selection subject in high schools is to resemble closely with national lanuages that people commonness basis subject is. ‘Speech’ that is selection subject should be establishedㆍas interview, presentation, negotiation, discussion, debate etc. according to discourse type. Speech teachers must make various teaching materials. They should educate with teaching methods that is appropriate in student's communicative language ability and type of discourse. Teachers must do the assessment that validities and reliances are. The education authorities must improve teaching environments of speech.
