Many studies reveal that PSM is a critical factor to improve organizational performance and job satisfaction. However, a large proportion of the public servants nowadays enter the public organization because of job security, not because they already have PSM. Public organizations should therefore make an effort to improve public officers’ PSM after they get into the organizations. In this light, we should consider organizational factors as precedence factors affecting PSM. This study chooses organizational culture for one of the most important organizational factors, and divides organizational culture into four categories according to competing values model. The study measures the effect of organizational culture on the PSM of police officers. The result shows that rational culture and hierarchy culture have a positive causal relationship with PSM, and rational culture have stronger causal relationship with PSM than hierarchy culture. Also, the study conducts an analysis of the difference of PSM in job characteristics. The result reveals that police officers who worked in police headquarters or police station have a higher PSM than those who worked in police substation. This study implies that long-term efforts are needed for the police to break from the hierarchy culture to improve police officers’ PSM, and that measures of support should be prepared to improve PSM of police officers who work in police substation.
