This study empirically analyzes the process of organization culture from pro-socialsilence to turnover intention with structure equation model, based on the survey on 275Korea coast guards. The result of the analysis indicates that both hierarchical culture andrational culture displayed a positive relationship to pro-social silence, and pro-social silencedisplayed a positive relationship to turnover intention. Finally, the indirect mediator effectthrough pro-social silence of organization culture (an independent variable) on turnoverintention(a dependent variable) is shown to be nonsignificant, but with the total effect ofhierarchical·rational·group culture being proved to be significant, it was possible to lookat the influence of pro-social silence in the process of organization culture to turnoverintention. The implications of the research are that first, organizational silence, previouslyknown to be a negative concept proved its positive effect, second, hierarchical culture isnot always the element that should be excluded but needs to be in harmony with group,development, rational culture, and third, strategies for organizational change should bedeveloped to inspect current status of Korea coast guard’s organizational culture throughorganizational diagnosis and to realize the desirable organizational culture in the future.
