한미 상호방위조약은 1953년에 조인되었지만, 실제 발효는 1954년에 이루어졌다. 1953-54년 한미동맹 출범의 유예는 한미동맹의 기원과 성격에 주요한 함축을 지니는 역사적 사실이다. 그러나 이 사실은 기존연구의 ‘사각지대’로 남아있다. 이 논문은 1953-54년 한미동맹의 유예기를 해명하기 위한 기초 작업이다. 이 논문은 동맹의 유예기를 개관하고 그에 대한 분석의 틀을 제시한 후, 1953년 8월 한미 상호방위조약의 가조인에서부터 1954년 3월 조약의 발효가 미국에 의해 일방적으로 연기되기까지의 한미 갈등을 미국 외교문서를 중심으로 추적한다.
“The Origins of Korean-American Alliance Revisited" -- Heajeong Lee (Chung-Ang University) The Korean-American Mutual Defense Treaty was signed in 1953 but became effective in November 1954. This paper tries to make sense of why the beginning of the Korean-American Alliance was delayed. Based upon historical documents, this paper explores the Korean-American conflicts on diverse issues, security and economic, from August 1953, when the treaty was first signed, through March 1954 when the treaty was scheduled to be effective but the U.S. unilaterally postponed the ceremony.
