본 연구는 정치발전에서의 종교의 역할을 종교기반 시민사회단체의 활동을 통해서 고찰하는 것을 목적으로 한다. 정치발전이 시민사회의 힘과 관련 있다는 인식은 이미 1960년대에 형성되어 있으나 여기서 종교의 역할은 무시되었다. 그러나 1990년대에는 정치발전 관련 연구의 쇠락이 종교를 정치학에서 배제하면서 정치 고유의 세계들로부터 모든 종교적 관심을 제거하고, 사실판단들로부터 가치판단들을 떼어 버리려 한 데에 기인한다는 주장이 제기되었다. 이러한 점에서 종교와 시민사회가 결합된 종교시민단체는 정치발전에서의 종교의 역할을 고찰하는 매우 의미 있는 대상이 될 수 있을 것이다. 종교와 시민사회의 결합에서 나타나는 쟁점은 만약 종교를 단지 부패에 대한 윤리적 치료제와 신앙공동체 내의 형제애라는 사회적 자본으로만 접근한다면 종교는 시민사회나 민주주의의 활성화에 별로 기여할 수 없다는 것이다. 그러나 본고는 종교시민단체가 시민운동에 참여할 때 이러한 역할에서 출발해야 한다는 관점이다. 종교 사회적 자본의 범주를 더 확장시킬 수 있다는 주장도 긍정적으로 받아들여진다. 현재 우리나라 종교시민단체들은 연대활동의 참여에서 종교의 차이를 드러내지 않을 뿐더러 어떤 유형의 사회문제든지 가리지 않음으로써 전문성의 문제를 노정시킨다. 특히 회원들에게 연대의 참여 관련 공지가 보이지 않는데, 이것은 그 참여를 위한 회원들 간의 논의가 없었고, 따라서 이와 관련된 공론장이 형성되지 않았음을 의미하는 것이다. 공동선이라는 종교적 가치는 세속적 가이드라인과 중복될 수 있다는 점에서 일반시민단체와의 연대가 가능했을 것이나, 그럼에도 그 목표가 종교적 교리와 이념, 추구하는 가치와 어떻게 연결되는지를 깊이 있게 설명해주어야 할 것이다. 이와 관련해서 단지 연대에 이름만 빌려주지는 말고 그들이 올바른 방향으로 갈 수 있도록 연대 내에서 사랑, 화해, 용서 등 종교적인 가치에 기반한 목소리를 내는 것도 ‘종교’시민단체의 책임이 될 것이다.
This study aims at exploring the role of religion through the activities of religion-based civic organizations. The concept of political development as the force of civil society was already established in the early 1960s, but religion was ignored in the development study. In the 1990s the assertion was raised that the decline of political development studies was due to the elimination of all the religious concerns from political world; it means to exclude religion from the political science by stripping judgements of value from those of fact. In this respect religion-based civic organization uniting religion and civil society would be a starting point to grasp properly the role of religion in political development, but the issue lies in regarding religion only as ethical remedies and social capital based on fellowship in religious communities, since they can not contribute to revitalization of civil society and democracy. It is the standpoint of this article, however, that civic engagement of the organizations should begin from such role of religion. The contention that religious social capital could be invested and multiplied into the larger societies can also supplement the standpoint. At present religion-based civic organizations, regardless of their difference of religious background, participate in many solidarities whatever the types of social issues they raise. Especially more important is that there is not any formal notice about their participation to their members, nor any discussion among them, which means lack of public sphere. In addition since religious values like the common good can be overlapped with secular guidelines, they should explain how religious doctrine, ideology and value can be related with the secular one. It would be a valuable contribution to political development of religion-based civic organizations to raise their voice for religious value to lead them toward the right direction.
